Estimate to Conduct Wetland Delineation, Rare Plant Habitat Assessment and JPA Preparation <br /> 34th Avenue Complex Project <br /> Task 2. Field Research <br /> <br /> ,y We will conduct the necessary field work to establish the boundaries between upland and wetland, <br /> following procedures for Routine On-site Delineations, as outlined in the 1987 Corps Wetland <br /> Delineation Manual. All sampling points and boundaries will be flagged in the field, measured for <br /> mapping purposes and the transects will be photographed for inclusion in reports. <br /> Notations will be made regarding plant communities observed as present in the Study Area. Estimates <br /> will be made regarding species composition, percent cover, connectivity among habitat zones and other <br /> information which will assist in establishing the feasibility of a protected specie being present. <br /> Task 3. Documentation Development <br /> All office and field data will be compiled and presented in the reporting formats required by the <br /> reviewing and regulatory agency staff. Wetland Boundary Delineations will be fully documented and <br /> presented concisely and clearly. Required graphic information will be included in the document where <br /> appropriate and in the Appendices. Information regarding rare plant habitat will be compiled and <br /> presented in a memo or report form. The reports will be provided to you for draft review and final <br /> report submittal. <br /> Task 4. Client and Agency Coordination for Concurrence <br /> Several copies of the reports will be provided to you, in order for you to submit the documents to the <br /> appropriate regulatory agency staff. We will draft the transmittal letters for you in order to facilitate <br /> submittal to the proper agencies. As the reports are reviewed for concurrence, we will be available to <br /> participate in discussions regarding the justifications for the findings. We are aware that this can be a <br /> rather unpredictable but necessary variable, and we are committed to shepherding our work through the <br /> full regulatory review process until agency concurrence is obtained. <br /> Task 5. Permit Application Preparation <br /> We will research and prepare the appropriate permit applications for submittal to State and Federal <br /> regulatory agencies. We will obtain from you information regarding the Project Purpose and Need, <br /> Alternatives Considered, and your desires for a specific Compensatory Mitigation plan (I expect you <br /> will intend to utilize the West Eugene Wetland Mitigation Bank program for expediency). Several <br /> alternatives exist for permit application, including a Stream Restoration and Enhancement Permit, a <br /> Joint Permit (typical wetland Removal /Fill process) and a Wetland Restoration Permit. Each of these <br /> permit types carries different processing requirements. We will share the information developed during <br /> research of the alternatives and select with you the most appropriate permitting path. Regardless which <br /> avenue is selected, the Draft Permit Application will be provided to you for review, and the final Permit <br /> Application will be supplied to you for submittal to regulatory staff. We will remain available for <br /> coordination as the application is reviewed and ultimately issued. <br /> Fees <br /> The following is our best estimate of the time and costs for this project. <br /> Task 1.
