May 7, 2000
Attn: Brian Genovese
City of Eugene Public Works
244 East Broadway
Eugene, Or. 97401
ASSOCIATES Re: Estimate to Conduct Wetland Delineation, Rare Plant Habitat Assessment
and Permitting for 34th Avenue Complex Project C~3N t$ 378'1
Dear Brian,
Thank you for your request for this proposal for the 34th Avenue Complex project. It
has been our pleasure to work with you on previous projects, and we are glad to continue
to provide the necessary natural resource services to keep this project progressing as
desired. The following is our best estimate of the tasks, time and cost for conducting
wetland determinations, boundary delineations, rare plant habitat assessment and
preparation of needed wetland permit applications for the Study Area described below.
Project Understandings
The City of Eugene is interested in conducting enhancement / daylighting activities for
the SmaIl,Creek near 37th Avenue and Frederick Court as the Creek passes through the
Common Space of that neighborhood (please see attached Study Area Map). The Small
Creek currently flows through a 24" culvert for portions of the Study area, and the City
would like to "daylight"-these portions. The Study Area is comprised of a 40 foot
corridor, centered upon the existing Creek, running from the 36" culvert outfall near 37th
Avenue at the southern terminus, to approximately 20' downstream from the culvert
beneath Frederick Court (approximately 7001inear feet) at the northern terminus. The
Study Area will include the Creek and all land within the corridor, comprising
approximately 0.65 acres in size.
The proposed improvements (to include culvert removal, some channel widening and
planting of native vegetation) will be constructed during Summer 2001. The City
requires the information sooner, however, in order to begin the public involvement
necessary to see the project to successful fruition.
SatreAssoclates, P.C. The area needs to have any wetlands identified and the limits of jurisdiction delineated.
132 East Broadway Rare Plant Habitat needs to also be assessed, in order to show that proper procedures
Suite 536 have been considered, and followed. You have also requested assistance with necessary
Eugene, Oregon 97401 permits for state and federal agencies, and we have included that service in our estimate.
Phone 541.465.4721
Fax 541.465.4722 Task 1. Office Research and Coordination
1.80o:6G2.7094 We will compile and analyze the existing information for the area, includin the site

www.satrepc.com $
history, soil survey, air photo libraries (the City of Eugene Air Photo collection should
prove particularly valuable) and recent delineations in the immediate vicinity. This
information will be reviewed in order to focus and set the stage for field work. The
Oregon Natural Heritage Program will be contacted and a search of their database of
protected specie sightings will be conducted for the Study Area and Project Site.
Planners, Landscape Architects and Natural Resource Specialists
