f Estimate to Conduct Wetland Delineation, Rare Plant Habitat Assessment and JPA Preparation
34th Avenue Complex Project
The area needs to have any wetlands identified and the limits of the jurisdiction delineated. Rare Plant
Habitat needs to be assessed, in order to show that proper procedures have been considered and followed.
You have also requested assistance with the necessary permits for the state and federal agencies, and we
have included that service in our estimate.
Task 1. Office Research and Coordination
We will compile and analyze the existing information for the area, including the site history, soil survey, air
photo libraries (the City of Eugene Air Photo collection should prove particularly valuable), and recent
delineations in the immediate vicinity. This information will be reviewed in order to focus and set the stage
for field work. The Oregon Natural Heritage Program will be contacted and a search of their database of
protected specie sightings will be conducted for the Study Area and the Project Site.
Task 2. Field Research
We will conduct the necessary field work to establish the boundaries between upland and wetland,
following procedures for Routine On-site Delineations, as outlined in the 1987 Corps Wetland Delineation
Manual. All sampling points and boundaries will be flagged in the field, measured for mapping purposes,
and the transects will be photographed for inclusion into the reports.
Notations will be made regarding plant communities observed as present in the Study Area. Estimates will
be made regarding species composition, percent cover, connectivity among habitat zones and other
information which will assist in establishing the feasibility of a protected specie being present.
Task 3. Documentation Development
All office and field data will be compiled and presented in the reporting formats required by the reviewing
and regulatory agency staff. Wetland Boundary Delineations will be fully documented and presented
' concisely and clearly. Required graphic information will be included in the document where appropriate
and in the Appendices. Information regarding rare plant habitat will be complied and presented in a memo
or report form. The reports will be provided to you for draft review and final report submittal.
Task 4. Client and Agency Coordination for Concurrence
Several Copies of the reports will be provided to you, in order for you submit the documents to the
appropriate regulatory agency staff. We will draft the transmittal letters for you in order to facilitate
submittal to the proper agencies. As the reports are reviewed for concurrence we will be available to
participate in discussions regarding the justification for findings. We are aware that this can be a rather
unpredictable but necessary variable, and we are committed to shepherding our work through the full ~
regulatory review process until agency concurrence is obtained.
Task 5. Permit Application Preparation
We will research and prepare the appropriate permit applications for submittal to the State and Federal
regulatory agencies. We will obtain form you information regarding the Project Purpose and Need,
Alternatives Considered, and your desires for a specific Compensatory Mitigation plan (I expect you will
intend to utilize the West Eugene Wetland Mitigation Bank program for expediency). Several alternatives
exist for permit application, including a Stream Restoration and Enhancement Permit, a Joint Permit
(Typical wetland Removal /Fill process) and Wetland Restoration Permit. Each of these permit types
carries different processing requirements. We will share the information developed during research of
alternatives and select with you the appropriate permitting path. Regardless which avenue is selected, the
Draft Permit Application will be provided to you for review, and the final Permit Application will be
supplied to you for submittal to regulatory staff. We will remain available for coordination as the
application is reviewed and ultimately issued.
