November 20, 2002 <br /> Attn: Seward M Meintsma <br /> . ,~,.,r,~ City of Eugene Public Works <br /> ;u,(~u' J~ 244 East Broadway <br /> <br /> ~,r$(~j~-j'~ Eugene, Or. 97401 <br /> Re: Amendment to Estimate to Conduct Wetland Delineation, Rare Plant Habitat <br /> Assessment and Permitting for 34th Avenue Complex Project (GJN #3787) <br /> Dear Mr. Meintsma, <br /> As Mr. Hoffman of Satre Associates briefly outlined in a meeting with you on October 25, 2002, we <br /> need to request that the original contact amount of $4,782.00 for the above referenced project be <br /> increased by an amount of $456.92 to $5,238.92. We find it necessary to request this increase in the <br /> estimated budget to cover costs for tasks that were not included within the original estimate for the <br /> work. <br /> The cost overage ($456.92) originates from additional services provided by Satre Associates, <br /> including submittal of the Joint Permit application to the agencies, regulatory agency coordination <br /> that was not identified within the original estimate, and supplemental client coordination (meetings, <br /> office research, etc.) associated with DSL's and ACOE's interpretation of the project scope and site <br /> plan. <br /> It is our understanding that the City of Eugene will coordinate additional project concerns directly <br /> with the regulatory agencies, and will contact Satre Associates if the need for future assistance is <br /> required. At that time, a new services agreement can be developed. <br /> Project Understanding <br /> The City of Eugene is interested in conducting enhancement / daylighting activities for the Small <br /> creek near 37th Avenue and Frederick Court as the Creek passes through the Common space of <br /> that neighborhood (please see attached Study Area Map): The Small Creek currently flows <br /> through a 24" culvert for portions of the Study Area, and the City would like to "daylight" these <br /> portions. The Study Area s comprised of a 40-foot corridor, centered upon the existing Creek, <br /> running from the 36" culvert outfall near 37th Avenue at the southern terminus, to approximately <br /> Satre Associates, P.C. 20" downstream from the culvert beneath Frederick Court (approximately 7001inear feet) at the <br /> 132 East Broadway northern terminus. The Study Area will include the Creek, and all land within the corridor, <br /> Suite 536 comprising approximately 0.65 acres in size. <br /> Eugene, Oregon 97401 <br /> Phone 541.465.4721 The proposed improvements (to include culvert removal, some channel widening, and planting <br /> Fax 541.465.4722 <br /> 1.800.662.7094 of native vegetation) will be constructed during the summer of 2001. The City requires the <br /> www.satrepc.com information sooner, however, in order to begin the public involvement necessary to see the <br /> project to successful fi-uition. <br /> <br />
