I will coordinate <br /> with your staff regarding a survey of the flagged sampling points and boundaries, if found. <br /> I will conduct a site visit to characterize the plant and wildlife habitat along the project and in the <br /> nearby vicinity, in order to establish the potential for rare species presence. I will map the <br /> potential habitat on aerial photos. <br /> I will immediately also proceed with site investigations for rare plant species that are nearing <br /> bloom stage at this time. The rare plant surveys will follow protocols acceptable to the US Fish <br /> and Wildlife Service. Should the habitat characterization and ONHP database search indicate a <br /> low probability of rare species being present, I will discontinue the sequence of rare plant <br /> surveys (generally conducted every 3 weeks from late March through August) at your direction. <br /> Should any rare species be encountered during the surveys, I will notify you immediately and we <br /> will discuss project implications. <br /> Task 3. Documentation Development <br /> <br /> All office and field data will be compiled and presented in the reporting formats required by the <br /> reviewing and regulatory agency staff. Wetland Boundary Delineations will be fully documented <br /> and preserved concisely and clearly. Required graphic information will be included in the <br /> document where appropriate and in the Appendices. The reports will be provided to you for draft <br /> review. Following your review and input, I will finalize the document and (if you wish) submit it <br /> to the Oregon Division of State Lands for their concurrence review. As you know, the US Army <br /> Corps will await fill /removal permit application before they will review a delineation. <br /> I will develop a Habitat Characterization and will assess the likelihood that rare plants will be <br /> present in the vicinity. I will also assess the potential for rare species to be impacted by your <br /> project, comparing the likely habitat areas against your proposal for road improvemeirt. <br /> I will document any rare plant surveys conducted. The results will be incorporated into the <br /> Habitat Characterization Report. <br /> If wetlands are present and will be impacted by your project, it will be necessary to prepare and <br /> submit a Joint Permit Application to the Division of State Lands and the US Army Corps of <br /> Engineers. If needed, I will coordinate with you and your staffto obtain the necessary <br /> information related to project justification /project description /project impacts /alternatives <br /> considered and adjacent property ownership. As we discussed, the City will plan to utilize the <br /> West Eugene Wetland Mitigation Bank for any unavoidable wetland impacts. <br /> Task 4. Client and Agency Coordination During Review <br /> As the reports are reviewed for agency concurrence, I will be available to participate in <br /> discussions regarding the justifications for the findings. I am aware that this can be a rather <br /> unpredictable but necessary variable, and I am committed to shepherding my work through the <br /> full regulatory review process until agency concurrence is obtained. <br /> Fees <br /> I propose to complete the services outlined above on an hourly basis, and I anticipate that certain <br /> expenses will be incurred for mileage during site visits, and report production.
