The site visit was most informative, <br /> and it appears as though the main areas of concern lie near the west end of the <br /> project. <br /> The following is my recommendation for the tasks, and my best estimate of the <br /> time and costs, necessary to see the project successfully through the the wetland <br /> and rare plant potential issues. <br /> Project Understanding <br /> The City of Eugene is moving forward with plans to improve the 3`~ 4'~ Avenue <br /> Connector between Pearl Street and Lincoln Street. Construction is planned for <br /> summer of 2004 and will include a realignment of the Connector at both ends, <br /> widened travel lanes, sidewalks, bike lanes, and some landscape areas. <br /> The issues that you have requested assistance in resolving include identifying <br /> whether and where wetlands are preseirt; identifying whether and where protected <br /> or rare plants are present; and, if needed, assistance with the preparation and <br /> submittal of a wetland fill /removal permit application. <br /> The specific Study Area for this project would consist of a corridor centered along <br /> the proposed roadway and extending approximately 60 feet on each side of <br /> centerline. There are some areas where the Study Area will be narrower, given <br /> the presence of existing developments and other right-of--way constraints. There <br /> are also some adjacent vacant lots that will be studied as areas for staging and <br /> potential stockpiling areas. <br /> Task 1. Uftice Research <br /> I will compile and analyze the existing information for the area, including the site <br /> history, soil survey, air photo libraries (yours should prove particularly valuable), <br /> and recent delineations in the immediate vicinity. <br /> 27661 Crow Road I will contact the Oregon Natural Heritage Program and request they search their <br /> Eugene, OR 97402 database for previous sightings of rare plant species in the vicinity of the project. <br /> Tel.
