During the period those <br /> j letters were written Mr. Hledick and I met at the Gravel pit operations site and spoke on the <br /> phone. I explained to him our plan of looking at this situation (public water going to their <br /> property, following historic drainage patterns toward the River) during our basin planning work <br /> and he explained their position of not wanting another winter of water coming into the pit. <br /> E <br /> I During my tour of the gravel pit operation site he explained how the stormwater drainage onto <br /> I <br /> ~ their property caused them operational problems - we focused on the Wester drainage and the <br /> pond at RiverPoint Subdivision. His February 8 letter is a followup to the tour. <br /> j My phone notes are from April 4, I believe it was that conversation he also clarified who Pam <br /> j Pulliam was, as she had mailed the attached form letter (Mazch 22) about accessing property for <br /> our field work in basin planning; I think I also explained to him that we had looked at temporary <br /> solution for the Wester site that were not working out as fixes. I again reitereated we would look <br /> at the situation during our basin planning work item and this fall would have modeling results. <br /> ~11r• I He again stated his concern of another winter of water. <br /> I <br /> ~ Further background: <br /> About two years ago, as the Water Resources Team (WRT) was forming, Wayne Westfall sent <br /> an email regarding the Wildish situation, that is we show in our Storm Drainage Master Plan the <br /> Gilham basins and NW basins draining into Wildish Gravel Pit operations land. He identified it <br /> as a concern for Wildish and something appropriate for the WRT to work on. We knew we had <br /> the upcoming drainage master plan work upcoming and put it on the list of stormwater issues <br /> ~ that needed to be addressed as part of that process. <br /> This winter (about Jan. 1996) we became aware of flooded area on Wester Street. With the help <br /> ' of project team and survey staff we looked at options to address this problem. The quick fix look <br /> ' was to analyze a system that flowed south and west towards Gilham but the analysis showed we <br /> ~ would move the flooding to another location. By the time we got that answer we were in the <br /> dryer season and again looked to the basin plan work to up address the situation long term. <br /> i <br /> At the time we became aware of the flooding on Wester we noted that Wildish had built a berm <br /> across a drainage channel that the tip up system in Wester drained to. Wayne Westfall may have <br /> talked to someone at Wildish a suggested a solution would be to put a pipe through the berm (he <br /> doesn't remember who, but vaguely recalls talking to a Wildish rep about that. During the <br /> course of the winter (when we had the freeze and the flooded street was frozen) Wildish installed <br /> a pipe through the berm and that allowed the street to drain.
