This Scope of Work assumes that the City will lead the permitting
effort for this project. PWR will provide design support for the permit applications and will be available to
answer questions regarding the design. This support will be limited to providing electronic media in pdf
format of portions of the plans submitted for the preliminary design. If scaled electronic files or plots are
needed, they will be formatted on 11" x 17" style sheets. Our budget also includes 8 hours to answer and
document questions related to permit issues. Based on our past experience it appears that environmental and
permitting issues associated with these types of projects should be handled as "enhancement". This means that
the focus for obtaining permits shall be based on improving the current conditions (i.e., improved water
quality, improved fish and wildlife habitat, improved floodplain processes, etc.).
4. Prepare For and Attend a Public Involvement Meeting. This Scope of Work assumes that the City or
another consultant at the City's direction will lead the public involvement task. PWR will prepare for and
attend a community meeting to be arranged for and coordinated by the City or others. PWR will coordinate
with the City to develop materials to facilitate this meeting. These materials will consist of up to two drawings
from the construction documents package reformatted and plotted at 24" x 36". In addition, PWR will prepare
an 8-1/2" x 11"project description sheet to assist in describing the proposed project to interested neighbors.
PWR's participation in the meeting will be limited to answering technical questions involving our area of
expertise. All public notifications, distributions, second printing costs associated with the public involvement
process will be the City's responsibility.
5. Project Coordination. This activity will include project management and coordination during the
preliminary design task. Services include preparation of monthly progress reports and invoices.
PWR Deliverables:
• Preliminary Plans Submittal Package (11" x 17" plan format) (60% completion) with an electronic
submittal option.
• Calculations in support of the project geometry
• Documentation. of engineering related questions raised by the permitting agencies
• Two large scale quality graphics (24" x 36") showing the project elements for public and staff
meetings or plotable electronic versions on CD
• One 8-1/2" x 11" project description sheet
• Monthly Status Reports and Invoices

PWR Aftendance:
• One Public Involvement Meeting
• One Plan Review Meeting

City's Responsibilities:
• Coordination with PWR on drafting and design standards.
• Review of Preliminary Plan Submittal
• An-angement for, participation in, and coordination with other involved parties in the plan review
meeting
• Arrangement for, attendance at, and coordination with involved parties in the public involvement
meeting
• Lead role in the permitting for the project, which PWR will support as stated above
• Lead role in the project's public involvement process.
