Using the input obtained from the City's review
comments to the draft memo and the results of the field and office (optional) meeting, the design feasibility
memo will be revised so that it clearly identifies which of the various design alternatives will be pursued for
those project elements whose feasibility was evaluated. This revised (i.e. final) memo will be submitted to the
City. The City will then issue a Memo of Consensus, which is essentially a notice to proceed with the various
preliminary design elements the City wants PWR to pursue.
70. Project Coordination. This activity will include project management and coordination during the design
feasibility task. Services include preparation of monthly progress reports and invoices.
PWR Deliverables:
• E-mail correspondence documenting needed field survey data to be obtained by the City
• Draft Design Feasibility Memorandum
• Final Design Feasibility Memorandum
• Monthly Status Reports and Invoices
PWR Attendance:
• One Field Meeting
• Optional Office Meeting (immediately following field meeting)
City's Responsibilities:
• Field survey data specified by PWR
• Review and comments on the Draft Feasibility Memorandum
• Memorandum of Consensus, which clearly states the project elements to be pursued in the design
• Arrangement for, attendance at, and coordination with other involved parties in the field and office
(optional) meetings
• Appropriate equipment and operator for any potholing activities
Task 2 -Preliminary Design
Objective:
To arrive at a 60 percent completion level for the project elements authorized by the City in their
Memorandum of Consensus.
Activities:
7. Prepare Preliminary (60%) Construction Plans. Using the results of Design Feasibility (i.e. Task 1) and the
City's Memorandum of Consensus, PWR will prepare preliminary construction plans. The preliminary plans
will represent approximately 60% completion for those project elements authorized by the City. The plans
will be both horizontally and vertically controlled, will have resolved any feasibility issues and comply with
drafting City standards. The Standards requirement may be accomplished by joint effort of City and PWR
staff. This completion level will provide an adequate description of proposed improvements for permitting
purposes. An outline set of required technical specifications (see Task 3, Activity 2 Prepare Technical
Specifications, below) will be prepared along with several special conditions specifications like how the City
intends to pay for work. The City will provide PWR a copy of the Dragonfly bid tab and specs. A preliminary
construction cost estimate will be prepared as well. The preliminary plan submittal, including drawings,
outline specifications and preliminary cost estimate, will be submitted for review by the City.
2. Attend Preliminary Plan Review Meeting. Following the submittal of the preliminary plan package, PWR
will attend a plan review meeting at the City's office to receive review comments. The City will coordinate

the meeting including the notification to the invited participants.
