POU(STRFET OUfFAU. WATER QUALITY IMPROVENIENTS, PROJECT t3A94
with copies of information determined by the project team to be relevant to the current
project.
(~i2M HILL will continue our review of the existing background information to gain an
understanding of site conditions, previous work, and potential constraints and
opportunities for consideration in an alternatives analysis. As a follow-up to the December
20, 2004 project scoping meeting, discussions may be held with various City staff that hold
knowledge regarding site conditions, previous work, and potential constraints and
opportunities for consideration in an alternatives analysis. Discussions with City staff will
be arranged through the City project manager.
Deliverables
CH2M HILL will compile any additional requests for information and submit to the City
Project Manager. A sluxu~nary of the review wiU be prepared and included in the long-term
basin strategies plan (described in Task 4) as appropriate.
Task 2. Near~erm Project Altematlves Evalua#bn
Task 2.1- In collaboration with City staff CH2M HILL will conduct an evaluation of
alternatives for design and construction of a near-term project or series of projects to
improve stormwater discharge quality at the Polls Street outfall. The evaluation will
consider stormwater treatment options that can be implemented via retrofit of the existing
stormwater drainage system and other potential solutions. An end-off
pipe capture and
treatment option that can be incorporated into existing facilities and/or City properly will
be evaluated. Source control, illicit discharge elimination, and other best management
practices evaluations are on
going by the City, and will be considered as additional
measures to achieve water quality improvement objectives. Criteria for the evaluation of a
near-term capital project(s) will include performance, implementation cost [relative order of
magnitude capital and operations 8,c maintenance costs (high, medium, low)],
constructability, operation and maintenance, and other criteria to be agreed upan by
CH2M HILL and the City project team.
Deliverables
CH2M HILL will prepare and submit a draft alternatives analysis Technical Memorandum
(TINT) to the City. Pollowing City review of the TM, CH2M HILL will conduct a review
meeting with the City to select a preferred alternative and determine design elements. The
draft TM will be finalized to incorporate City comments.
The TM will serve to document the methodologies used in conducting the alternatives
evaluation, and rationale for selection of the preferred alternative.
Assumptions
• An initial screening of alternatives will be conducted. The initial screening will include
development of a matrix of pofienfial best management practices (BMPs) at up to six

PDXIPOLK ST 8A5;N PLANNWG AND ~1t3NJEERINC FlNAL SO4U.OOC 2
