lb. Field Research <br /> I will conduct the necessary field work to establish the boundaries between upland and wetland, <br /> following guidance for the project as provided recetrtly by DSL. I will attempt to tie the wetland <br /> boundaries to specific contour elevations, allowing for the extrapolation of boundaries around <br /> individual pond cells with a minimal amount of field sampling, hopefully as little as a few pits at <br /> each pond cell. Identified boundaries will be flagged in the field and mapped as accurately as <br /> possible on the field maps. <br /> lc. Wetland Report Development & Submittal <br /> All office and field data will be compiled and presented in the reporting formats required by the <br /> reviewing and regulatory agency staff. Wetland Boundary Delineations will be fully documented <br /> and presented concisely and clearly. Required graphic information will be included in the <br /> document where appropriate and in the Appendices. The reports will be provided to you for draft <br /> review. Following your review and input, I will finalize the document and (if you wish) submit it <br /> to the Oregon Division of State Lands for their concurrence review. As you know, the US Army <br /> Corps will await fill /removal permit application before they will review a delineation. <br /> ld.. Client and Agency Coordination During Review <br /> As the report is reviewed for agency concurrence, I will be available to participate in discussions <br /> regarding the justifications for the findings. I am aware that this can be a rather unpredictable but <br /> necessary variable, and I am committed to shepherding my work through the full regulatory <br /> review process until agency concurrence is obtained. <br /> Task 2. Joint Permit Application Preparation <br /> It will be necessary to prepare and submit a Joint Permit Application to the Division of State <br /> Lands and the US Army Corps of Engineers, eve though I anticipate the project will qualify for a <br /> General Authorization for Wetland Enhancement from the Division of State Lands, and a <br /> Nationwide Permit from the Corps. These permits each have certain thresholds for applicability <br /> that we will need to review closely, and the GA from DSL is currently under review for <br /> expansion (to include more stream /fisheries enhancement activities.) <br /> 2a. JPA Form Completion & Submittal <br /> I will coordinate with you and your staffto obtain the necessary information related to project <br /> <br /> justification /project description /project impacts /alternatives considered and adjacent property <br /> ownership. I will complete the JPA form, and rely upon City staff for support in the preparation <br /> of project design and detail graphics. These are typically plans, sections and details of various <br /> aspects of the project. Compensatory Mitigation is typically not required for this type of <br /> enhancement activity. <br /> Prior to submittal of the JPA for regulatory processing, I will pulltogether apre-application <br /> meeting with pertinent regulatory and resource agency staff. I would suggest inviting the Corps, <br /> DSL, ODFW, USFWS and perhaps NMFS, plus you and other City staff. The agenda should <br /> include: presentation of the resource inventories, presentation of the project objectives /plans / <br /> details !schedule, and a request for input. The objective for the meeting will be to anticipate <br /> comments during processing. Should significant issues be presented that we have not yet <br /> considered, we will want to accommodate a response prior to submittal. <br /> I will submit the competed JPA to the City Land Planning (for approval of the Planning <br /> Affidavit), and, once the sign-off is obtained, to the Division of State Lands and the Corps of <br /> Engineers. <br /> 2b. Client and Agency Coordination During Processing <br /> <br /> As the permit application is reviewed for completeness and for technical sufficiency, I will be <br /> available to participate in discussions regarding all aspects of the project.
