August 7, 2003 <br /> Kevin Finney, LA <br /> ' City of Eugene Public Works <br /> _ 858 Pearl Street <br /> Eugene, Or. 97401 <br /> COYOTE CREEK <br /> ENVII20NMENTAL SERVICES <br /> Re: Estimate to Provide Wetland Resource Services <br /> Natural Resource Irrventory, Delta Ponds Enhancement Project <br /> Assessment, Ecological Design <br /> and Permit Facilitation <br /> Dear Kevin, <br /> Thank you for requesting this proposal to provide wetland services for the above <br /> project. As you know, I am familiar with the Delta Ponds from many different <br /> perspectives and over a substantial time period, and I look forward to working <br /> with you on this very significant project at this very interesting site. <br /> Project Understanding <br /> The City of Eugene is moving forward with plans to enhance wildlife functions <br /> and recreation opportunities at the Delta Ponds site near Valley River area. This <br /> work is in conjunction with efforts by the Corps of Engineers to enhance <br /> hydrologic flow and thereby fisheries habitat at the Ponds. <br /> The specific Study Area for this project will consist of all of the ponds in the <br /> system, plus the slough on the north end as it approaches the Willamette River. <br /> The issues that you have requested assistance in resolving include identifying <br /> whether and where wetlands are present, and assistance with the preparation and <br /> submittal of the wetland fill /removal permit application. The following is my <br /> recommendation for the tasks, and my best estimate of the time and costs, <br /> necessary to see this delineation and permitting project successfully through the <br /> potential issues. <br /> Task 1. Wetland Delineation <br /> Coordination with the Division of State Lands indicates that the delineation of the <br /> Ponds complex could be best approached as a topographic map /aerial photo <br /> analysis, combined with selective field verification. As discovered in our meeting <br /> at your office recently, the City presently has topographic information (2 foot <br /> contours), superimposed on 1999 aerial photographs. This should prove sufficient <br /> and very helpful in the delineation work. <br /> la. Office Research & Preliminary Analysis <br /> I will compile and analyze the existing information for the area, including the site <br /> 27661 Crow Road history, soil survey, air photo libraries (yours should prove particularly valuable), <br /> Eugene, OR 97402 plus historic and recent delineations in the immediate vicinity. <br /> Tel.
