If that is different than what you anticipated, please let me know and I will contact a <br /> surveyor that I use for this type of work. <br /> 1.2 Joint Removal-Fill Permit Application <br /> The JPA will include a project description and discussion of wetland impacts and alternatives <br /> considered for avoidance and minimization of wetland impacts.. It will also include a wetland <br /> function assessment using the Hydrogeomorphic (HGM) assessment method as established by <br /> DSL, and a rare plant assessment (which I understand you are having completed by Mike <br /> Shippey; I will need a copy of that for the permit application). ,As stated previously, this proposal <br /> is based on the assumption that wetland mitigation will be accomplished through purchase of <br /> credits at a wetland mitigation hank, therefore this proposal does not include costs in preparing a <br /> Wetland Mitigation Plan. If plans change, however, and partial or complete onsite mitigation is <br /> decided upon, a proposal will be prepared to provide that service at that time. <br /> 2.0 SCOPE OF SERVICES <br /> 2.1 Wetland Delineation <br /> The southern portion of the site that was subject of the 2000 wetland delineation study will be <br /> revisited to determine if surrounding development activities have had an effect on the mapped <br /> boundaries, however, as stated previously, a full wetland delineation study is not anticipated for <br /> this portion because the concurrence letter is still valid and no land use changes have occurred on <br /> the site itself. Because the concurrence for the north portion of t:he site has expired, that portion <br /> will need to be reevaluated in full. <br /> The following data will be reviewed and summarized for the Determination and Delineation: <br /> • Wetland delineation reports completed by Satre and 5cot1: Craig. <br /> • Aerial Photographs: Determine if site conditions have changed since the 1997 and 2000 <br /> studies. <br /> For the Wetland Delineation study, determination of the existence of wetlands will be based <br /> upon the guidelines in the 1987 US Army Corps Wetland Delineation Manual for sites greater <br /> than five acres in size. This procedure requires that a minimum of 3 transects be established <br /> across the property and sample plots be established along the transects and offas needed, to <br /> document changes in elevation, soil, and plant communities. Paired plots will be used to <br /> document wetland/upland boundaries, and information from the survey plots will be used to <br /> determine the location of all wetland/upland boundaries. Vegetation, soils, and hydrology will be <br /> characterized for each plot: the vegetation will be identified and the coverage calculated by <br /> species, a soil profile will be described, and the hydrology characteristics will be evaluated. All <br /> wetland/upland boundaries and sample plots will be marked on the ground with flagging or wire <br /> pin flags. The boundary locations and sample plots will need to be surveyed and mapped, and <br /> the wetland acreage calculated by your surveyor. <br /> <br /> A Wetland Delineation Report will be completed which summarizes the field survey results and <br /> <br /> the available resource information. This report should satisfy the DSL and Corps requirements <br /> <br /> for the Clean Water Act. The Wetland Delineation report will include the following: <br /> • Discussion of methods and techniques <br /> <br />
