• Site map depicting the wetland/upland boundary and location of sample plots <br /> • Aerial photographs as necessary, to indicate changes in the conditions of the site property <br /> and vicinity <br /> • Field data sheets (US Army Corps of Engineers' format for athree-parameter application) <br /> for each sample plot <br /> You will be provided with three copies of the report unless otherwise requested. <br /> 2.2 Joint Removal-Fill Permit Application (JPA) <br /> The JPA will include a discussion of the project purpose and need, project description, <br /> removaUfill calculations, appropriate cross-section and plan view drawings, schematic drawings <br /> and discussion of alternatives for avoidance and minimization of wetland impacts considered, <br /> with a discussion of why these alternatives are not realistic or feasible, and a function assessment <br /> for on-site wetland(s) using the Hydrogeomorphic Assessment Method (HGM). The permit <br /> application will likely involve some coordination with representatives from both DSL and the <br /> Corps, including the possibility of site visits. Because the public notice for the JPA will be sent <br /> to several state and federal agencies, including the US Fish and Wildlife Service which has <br /> <br /> jurisdiction over Federal listed endangered plants, it will need to contain the threatened and <br /> endangered plant species assessment that has been completed by Mike Shippey. It is also <br /> recommended that an archeological investigation be completed for the site, the results of which <br /> would be included in the application. Costs of preparing a mitigation plan is not included with <br /> this proposal as the City has stated that they are proposing to mitigate wetland impacts with <br /> purchase of credits from the West Eugene Wetland Mitigation Bank. <br /> 3.0 LIMITATIONS TO THE SCOPE <br /> The following items are not included within the scope of work for this project: <br /> • Wetland Mitigation Plan <br /> • DSL permit application fee, anticipated to be $200-$400 <br /> • Corps permit application fee, anticipated to be $100-$250 <br /> • Preparation of other investigations, documents, reports, or presentations which maybe <br /> required by local or other agencies during the course of the project <br /> 4.0 FEE <br /> The estimated fees for completion of the Wetland Delineation update study and the Joint <br /> Removal-Fill Permit Application are presented in detail below. The estimated costs are <br /> presented as a range based on variables typically associated with a project such as this, including <br /> level of proposed development. The anticipated costs are based on typical site conditions in the <br /> vicinity of the project, and will be billed as time and materials expenses for completion of the <br /> project. Should the site conditions differ significantly from normal conditions or the scope of the <br /> project change from what is outlined above such that additional costs would be incurred, this <br /> proposal can be amended with written agreement from the City of Eugene and Environmental <br /> Solutions LLC. <br /> 1. Completion of Wetland Delineation <br /> Field Investigation: 8-16 hrs biologist and assistant $840.00- $1680.00 <br /> <br />
