In addition, you are interested in having a Joint
Removal Fill Permit application (JPA) completed for the proposed construction project. This
proposal has been prepared with the assumption that mitigation for wetland impacts will be
accomplished through purchase of credits from a wetland mitigation bank, based on your
comments yesterday.
1.0 PROJECT APPROACH
1.1 Wetland Delineation Review and Update
The 2000 wetland delineation report prepazed by Satre Assoc. and the 1997 wetland delineation
report prepared by Scott Craig will be reviewed. Concurrence for the 2000 delineation has not
expired, therefore field work associated with review of that delineation is anticipated to be
minimal. Concurrence for the Scott Craig delineation has expired, therefore it is anticipated that
the north portion of the site will require more extensive field work. The wetland delineation
study for that portion of the project azea will be completed using the three-pazameter approach
(vegetation, soils, and hydrology) to determine jurisdictional wetlands in accordance with the US
Army Corps of Engineers (Corps)1987 Wetland Delineation Manual. A delineation report
update will be completed which should satisfy the requirements of both the Oregon Department
of State Lands (DSL) and the Corps. All wetland/upland boundaries and sample plots will be
marked in the field; this proposal does not include the cost for having the plots and boundaries
professionally surveyed. This proposal has been prepared with the understanding that the city of
Eugene will arrange for the survey to locate and map the sample plots and any wetland/upland
