4. Will there be a fee or charge to use the facility? If yes, please explain and indicate
if it will be the same for all County residents.
There will be no fees or charges associated with the use of Glenwood Boulevard.
5. What is the estimated cost of the total project?
The preliminary reconnaissance-level cost estimate for widening and providing channelization of
the northbound off-ramp and Glenwood Boulevard is $250,000.
6. What is the planned date of completion?
It is anticipated that the improvements to Glenwood Boulevard will be needed between 2003 and
2007, but would be of benefit at any time. Constructing the improvements as early as possible
will facilitate staging and minimize impacts to users. The actual start date for construction is
flexible within the above limits and in response to Lane County's funding cycle. Project
improvements are planned for completion within one year from start of construction.
B. ROAD IMPROVEMENTS DESCRIPTION -Describe in detail the public road
improvements to be constructed for which County funding is being requested.
Attach plan diagrams.
Glenwood Boulevard is an approximately 22-foot wide asphalt roadway with approximately 6-
foot wide gravel shoulders and open ditches on both sides of the existing roadway. The proposed
project will widen the roadway to a 36-foot wide paved surface with 4-foot gravel shoulders and
open ditches on both sides. Existing guardrail sections at the bridge ends and along the north side
of the northbound freeway off-ramp and north side of 22nd Avenue will be reconstructed.
1. What is the estimated cost of the road improvements? $ $250,000
How was this estimate determined?
The estimated cost for the Glenwood Boulevard improvements is $250,000. A detailed cost
estimate is included in the attached Appendix B.
The project estimate was developed using unit costs from past projects of a similar nature. Those
unit costs were then applied to the current project quantities to arrive at the preliminary project
cost estimate. The preliminary cost estimate assumes a figure of 15 percent of the estimated
construction costs for the design and construction engineering as well as a 10 percent
contingency.
2. What is the amount of County funds being requested? $ $200,000
The City of Eugene is requesting County funds in the amount of $200,000 for widening and

providing channelization of the northbound off-ramp and Glenwood Boulevard at the Judkins
Point Interchange. Together with $50,000 in City funds, this will result in a project of $250,000.
-5-
