<br /> A. PROJECT DESCRIPTION -Describe the total project and the benefits it will provide to <br /> the community. Attach addition sheets or information if necessary. <br /> This request is to partially fund transportation improvements on the north side of Interstate 5 on <br /> Glenwood Boulevard at the Judkins Point Interchange. The improvements are necessary to <br /> <br /> provide channelization to and from the northbound ramp terminals and at both approaches to the <br /> folded diamond interchange ramps. Planned and anticipated development on both sides of the <br /> interstate freeway will add to the need for these improvements to capacity and safety of the <br /> roadway system in this area. <br /> This segment of roadway has regional significance for several agencies including the cities of <br /> Eugene and Springfield, Oregon Department of Transportation (ODOT), Lane County, and the <br /> Lane Transit District (LTD). An Intergovernmental Agreement currently being developed <br /> between the cities of Eugene and Springfield and ODOT will serve as an overall interchange <br /> management plan during build-out of amulti-phased residential and commercial planned <br /> development over the next few years. <br /> The proposed project would widen the northbound off-ramp from I-5 to Glenwood Boulevard to <br /> provide separated right-turn and left-turn lane channelization. It would also widen Glenwood <br /> Boulevard between the overpass that carries Glenwood Boulevard over I-5 to a point north of <br /> 22nd Avenue to facilitate left-turn and right-turn channelization from Glenwood Boulevard to <br /> northbound I-5. <br /> 1. Who will benefit from the project? Be as specific as possible. <br /> The lack of ramps from southbound I-5 to Franklin Boulevard and from Franklin Boulevard to <br /> northbound I-5 leads to many regional and intra-urban trips using the Judkins Point (Glenwood) <br /> Interchange. Motorists with points of origin and destination in Eugene, Springfield, and Lane <br /> County will benefit from the capacity enhancements and congestion relief provided by this <br /> channelization project. <br /> 2. Will the facility be available for use by all County residents? If no, please explain. <br /> Glenwood Boulevard, Interstate 5, and Franklin Boulevard are public roadways and are open to <br /> all vehicular traffic and accessible by all Lane County residents. The presence of Lane County's <br /> Glenwood Central Receiving Station and Lane Transit District's headquarters make this a key <br /> roadway to nearly every segment of the populace within Lane County. <br /> 3. What other similar facilities are in the area of your proposed facility? <br /> Glenwood Boulevard extends from Franklin Boulevard (Hwy. 99) on the north to Moon <br /> Mountain Road at the south. Glenwood Drive, East 22nd Avenue, Judkins Road, and 17th <br /> Avenue connect directly to Glenwood Boulevard and carry traffic to and from Interstate 5. <br /> -4- <br /> <br />
