3. In the event that County funds are not available, or not available in the full amount <br /> requested, how will the road needs of the project be addressed? <br /> Lane County funding would ensure completion of the project prior to time of need. The overall <br /> improvement project which includes improvements to approach roadways on both sides of <br /> Interstate 5 at this interchange is to be funded by a combination of developer contributions and <br /> City funding. If no other funding is provided for this portion of the overall project, City capital <br /> improvement funding would need to be allocated from a future CIP. County assistance in <br /> funding the north ramp terminal portion of the project will ensure that these improvement are <br /> made available to the traveling public in the most timely manner possible. <br /> 4. Provide information on your plans for construction of the road improvements. <br /> This project could be designed, contracted, inspected and administered by either City of Eugene <br /> or Lane County staff. City staff is available to develop this project. However, if desired, the City <br /> will enter into discussions with Lane County regarding the responsibility for project design and <br /> contract administration. Design of the improvements would take place in 2002 with bid letting <br /> anticipated in early 2003. <br /> The construction contract would be available for bidding by all qualified bidders with roadwork <br /> experience. The contract would be awarded to the lowest responsible bidder. Contract <br /> administration could be performed by experienced City Public Works Engineering staff which <br /> include licenses Civil Engineers, Engineering Associates, Associate Engineering Technicians <br /> and Engineering Technicians, as well as licensed Landscape Architects. We estimate the <br /> engineering costs to be approximately 15 percent of the total project cost. <br /> 5. If this project is within a city, has the city agreed to accept jurisdiction of the road <br /> improvements upon completion of the project? <br /> The intergovernmental agreement prepared by ODOT and being signed by the Cities of Eugene <br /> and Springfield contains such language. This segment of roadway is currently under the <br /> maintenance and operational jurisdiction of the City of Springfield and they are agreeing to <br /> accept jurisdiction of the improvements upon completion of the project. <br /> 6. What are the plans to assure roads will be maintained? <br /> As indicated above, the IGA between ODOT and the cities of Eugene and Springfield indicates <br /> the City of Springfield's agreement to maintain the portion of the roadway within their <br /> <br /> jurisdiction. The City of Eugene and ODOT would continue to maintain their respective <br /> roadways after the project is completed. <br /> C.
