- -Page 3 - -

there are old residences with AC pavement parking areas directly adjacent to the alley. The south house

has basement windows, and the north house has stairs and a walkway, both of which may be a concern

relative to grade matching. Beyond the houses at the west, along both the north and south sides of the

alley there are AC pavement parking areas for apartment buildings. Approximately mid-block, there is a
significant grade change in the longitudinal direction of the alley. There are retaining walls and stair
structures at the east end of the grade change. At the east end, on the north side is an apartment building

with parking partially below grade. There are numerous trees in the alley; two large cedar trees and
another large tree are located on the south side near the east end. There is also an iron fence along a
portion of the southeast side. Utility poles are located in the alley, as are above ground pedestals at the
west end of the alley. Activities which occur in the alley, and which construction will need to
accommodate and/or coordinate, are generally access from the parking areas associated with the
residential buildings and trash collection from the residential buildings.
Alle,Y# 17
As noted, this alley is also oriented in an east/west direction. The block in which the alley is located is
bounded by Kincaid and Alder Streets at the east and west, and West 14'" Avenue and vacated West 15~'
Avenue at the north and south, respectively. The alley is currently surfaced with gravel. There is a
significant grade change along the northwest end of the alley relative to the existing residential building
to the north and it anticipated that a modular block retaining wall system will be required at this location.
There is also an increase in grade in the eastern direction of the alley. At the west end of the alley, there
is an existing sorority building located on the south side. There is a small portion of that building which
is located directly adjacent to the alley, and there are bollards protecting the building edges. There are
gravel parking areas for the sorority along the south side of the alley and additional gravel parking
directly along the south side of the alley for the other residential buildings located south of the alley. At
the northeast end of the alley is a developed parking lot with a curb line along the alley. There are utility
poles on both sides of the alley with guy wires. A telephone pedestal was also noted. There are many
shrubs along the north side of the alley and pathways that lead pedestrians from the areas north of the
alley to the alley. Activities which occur in the alley, and which construction will need to accommodate
and/or coordinate, are access for the residential parking areas to the south. There is no vehicle access to
the alley from the north side of the alley.
Scope of Services
We will provide the following specific scope of services for each alley. Briefly, we will provide
surveying services for the topographic design survey, construction staking, and as-built survey. We will
provide engineering services for the design and preparation of construction drawings and bid schedules
and construction cost estimating, construction inspection, and the preparation of as-built drawings. Our
associated fee proposal breaks out the cost for each of these services as we understand the City may opt
to provide construction inspection services directly.
We will prepare plan and profile drawings in accordance with the City design standards and drawing
format identified for this project. Our proposal assumes we will not provide a cover sheet or index sheet
as these drawing elements will be prepared by the City. If desired, we can provide these elements as an
additional service scope and fee. We will prepare a construction site management plan, alley
improvement plan(s), structural details for the anticipated modular block retaining wall, and details not
being covered by the City drawings. We will provide preliminary and final drawing check sets, with
construction cost estimates, at designated times as determined with the City, and prepare the bid schedule
associated with each alley improvement.
