--Paget-- '
Our role will be to provide the City with specific information relative to each property. We understand 1'
that the project will comply with the 2002 Standard Specifications for Public Works Construction
published by ODOT and the Oregon Chapter of APWA, and City Amendment #1. The City will prepare
the Special Provisions for the project, and we will review them and provide the City with supplemental
information that is to be written and included in the Special Provisions.
Specific project information regarding each of the four subject alleys follows:
Allev # 10
Alley # 10 is oriented in an east/west direction. The block in which the alley is located is bounded by
Hilyard and Patterson Streets at the east and west, and West 11"' Avenue and vacated West 12~' Avenue
at the north and south, respectively. The alley is currently paved with AC pavement. There is an existing
building located directly adjacent to the south side of the alley at the east end with two man doors
accessing the alley. North of the building, and adjacent to the alley on the north side, is an existing AC
pavement parking lot for PeaceHealth Hospital which is accessed from the alley. Towards the west end
of the alley, there is an existing parking structure south of the alley and student housing north of the
alley. AC pavement parking which serves the housing building is located adjacent to the alley. The
parking structure driveway is separated from the alley with a curbed planter strip, including trees, and the
driveway connects to the alley at approximately mid-block. The parking structure driveway increases in
grade from Patterson Street, with the planter strip making up the grade differences. From observation of
utility locates already done, there are multiple utilities within the alley including a large underground
vault, utility poles, natural gas, steam with a steam manhole, cable television, storm drain and catch basin
at the west and east ends, and building gas service at the southeast end. Activities which occur in the
alley, and which construction will need to accommodate and/or coordinate, are access from the parking
structure, access to adjacent parking, garbage collection, and delivery access. In addition, there are
mature trees and shrubs within the alley area. The construction work of this alley is to be phased to
accommodate the traffic and access concerns of PeaceHealth.
Allev #16
Alleys # 16, 6, and 17 are located directly in line, in an east/west direction. The block in which alley #
16 is located is bounded by Hilyard and Patterson Streets at the east and west, and West 14th' and West
15'" Avenues at the north and south, respectively. The alley is currently surfaced with gravel. There is
an existing wood construction building located directly adjacent to the alley at the southwest end, and the
building has multiple foundation vents. At the northwest end there is a gravel and old AC pavement
parking area directly adjacent to the alley. At the east end there is an old garage building with a fence
directly adjacent to the south side of the alley. Old residences are located adjacent to the alley on the
north and south sides at the east end. The northern building has a gas meter located at its west end, and
the south building has an old concrete walk directly adjacent to the alley. A park is located on the north
side of the alley, approximately mid-block. There is an existing brick wall that runs along the park edge.
There is limited access to the alley from the north side, but there is parking along the south side of the
alley. There are many small trees and shrubs along the north side of the alley. Additionally, there are
overhead utility services on poles in the alley. Activities which occur in the alley, and which
construction will need to accommodate and/or coordinate, are generally access from the parking areas
associated with the residential buildings and trash collection from the residential buildings.
Alley # 6
This alley is also oriented in an east/west direction. The block in which the alley is located is bounded
by Alder Street and Hilyard Street at the east and west, and West 14~' and West 15~' Avenues at the north

and south, respectively. The alley is currently paved with AC pavement. At the west end of the alley
