Our <br /> proposal addresses services for Alleys # 6, 10, 16, and 17, each as a separate project. The project and our <br /> scope of services are further described below. This proposal incorporates revisions discussed with you <br /> last week, and revisions are noted in bold, italic font. <br /> Project Description <br /> The City plans to pave and improve numerous alleys in 2005. The City has requested we provide a <br /> proposal for surveying and engineering services for four of the alleys. We understand that the City may <br /> select BHE to provide services for three or four of the subject alleys. The City and/or other consultants <br /> to the City will provide the surveying and engineering services for the other alleys within the improve- <br /> <br /> , ment program. Construction documents are to be complete bymid-December, 2004, so that bidding can <br /> occur early in 2005 and construction can commence in April 2005. The cost of the alley improvements <br /> <br /> ' will be assessed to the fronting property owners. <br /> Four of these alleys are identified in the West University Improvement District as Alleys # 6, 10, 16, and <br /> 17. Each project is to be prepared as a separate project. Specific descriptions of each of the subject <br /> alleys is detailed below. Bid packages have not yet been determined, but it is anticipated that several <br /> alley projects will be grouped together as one bid package. All of the alleys will be paved with PCC <br /> pavement. New storm drainage systems to collect alley drainage will be added where they do not already <br /> exist. We understand that other than connections, no storm drainage improvements are required to the <br /> existing public system in the streets adjacent to the alleys. There are trees at a number of locations <br /> throughout the subject alleys which will need to be protected or removed only as necessary. <br /> The City has, and/or will, establish a drawing format which is to be followed for all the alley projects. <br /> It is also anticipated that the City will prepare a drawing(s) with specialty details, not included with the <br /> Standard Drawings, which will be used with each alley project. It is our understanding that sufficient <br /> right-of--way exists and no right-of--way acquisition is required for any of the four subject alleys. <br /> Additionally, the City will address all public involvement requirements such as attending public <br /> meetings, neighborhood meetings, meeting with property owners, and property owner notification, with <br /> the following exceptions: 1) The City will provide a flyer that will include project information that we <br /> will distribute to property owners by hanging the flyer on the door of a single residence or on the door <br /> of the manager's residence for multi <br /> family residences; and 2) we will coordinate and/or meet directly <br /> with Phillip Farrington, PeaceHealth, to coordinate the work of <br /> Alley #I0. <br /> 100 West 13th Avenue, Eugene, Oregon 97401 • P.O.
