The Baseline/Reconnaissance Report is a scoping report, not a <br /> technical report, and will be used to help design construction alternatives and determine the <br /> extent of a Phase 1 Technical Survey and Report, if requested by Agency. <br /> The Baseline/Reconnaissance Report required under this task shall include a description of the <br /> azea of potential impact (API), a detailed project description, detailed historical context and <br /> ethno-historical information, methodology, recommendations for future work, a summary, <br /> detailed bibliography, maps, and photos. Please refer to the archaeology guidelines available on <br /> the Agency FTP site. <br /> Minor Transportation Projects, as defined in Agency's Programmatic Agreement with SHPO (see <br /> Task 3.1), aze excluded under Task 2. If a site is located within the API and Agency is unable to <br /> avoid the azea, then further examination will be necessary through Phase 1 survey, sub-surface <br /> probing, and possibly Phase 2 Archaeological testing. <br /> As part of preparing aBaseline/Reconnaissance Report, Contractor shall conduct: <br /> • A Literature Review for the project area. Contractor shall examine the following facilities and <br /> documents: the SHPO in Salem, OR; General Land Office maps; Sanborn Fire Insurance <br /> Maps; and other records azchives for known prehistoric and historical archaeological <br /> resources and for project background information. <br /> • A Field Reconnaissance (scoping, trip), including areconnaissance-level pedestrian. survey <br /> with widely spaced transects (30 meters or greater) or a field visit.
