This proposal has been prepared with the assumption that mitigation for wetland <br /> impacts will be accomplished through purchase of credits from a wetland mitigation bank. <br /> 1.0 PROJECT APPROACH <br /> 1.1 Wetland~Delineation . <br /> The study area is along the planned extension of Roosevelt Blvd., south and north of Royal Avenue and <br /> west of Terry Street, within the Royal Nodal Development area in west Eugene. Based on our meeting <br /> last week, this study area would be approximately 6000 feet long and 75 feet wide for its length, as staked <br /> by the City of Eugene. The wetland delineation study for the project area will. be completed using the <br /> altered site approach to determine jurisdictional wetlands in accordance with the US Army Corps of <br /> ' Engineers (Corps)1987 Wetland Delineation Manual, with soils and hydrology being the primary <br /> indicators because of conversion of native vegetation to agricultural species. As such, the timing of the <br /> field visit is critical: it must be completed in late February through early.March in order to document <br /> hydrology conditions per Oregon Department of State Lands (DSL) requirements. A delineation report <br /> will be completed which should satisfy the requirements of both the Oregon Department of State Lands <br /> <br /> - (DSL) and the Corps. All wetland/upland boundaries and sample plots will be marked in the field. This <br /> proposal does not include the cost for having the plots and boundaries professionally surveyed. This <br /> proposal has been prepared with the understanding that the city of Eugene will arrange for the survey to <br /> locate and map the sample plots and any wetland/upland boundaries. <br /> 1.2 Joint Removal-Fill Permit Application <br /> The JPA will include a project description and discussion of wetland impacts and alternatives considered <br /> for avoidance and minimization of wetland impacts. It will also include a wetland function assessment <br /> using the Hydrogeomorphic (HGM) assessment method as established by DSL, and a rare plant <br /> assessment. As stated previously, this proposal is based on the assumption that wetland mitigation will be <br /> accomplished through purchase of credits at a wetland mitigation bank, therefore this proposal does not <br /> include costs in preparing a Wetland Mitigation Plan. ff plans change, however, and partial or complete <br /> onsite mitigation is decided upon, a proposal will be prepared to provide that service at that time. <br /> 2.0 SCOPE OF SERVICES ' <br /> 2.1 Wetland Delineation <br /> For the Wetland Delineation study, determination of the existence of wetlands will be based upon the <br /> guidelines in the 1987 US Army Corps Wetland Delineation Manual for altered sites greater than five <br /> Environmental Solutions LLC.• Proposal for the City of Eugene <br /> Wetland Consulting Services: Roosevelt Blvd. Extension- Royal Nodal Development Section, Eugene, Oregon <br /> February 2006 Page 1 <br /> <br />
