Project Description <br /> The project consists of obtaining a Letter of Map Revision (LOMR) from the Federal <br /> Emergency Management Agency (FEMA) to address relocation of a drainage channel <br /> within the 100-year floodplain. The channel is located north of Enid Road and Auction Way <br /> and is a tributary of the A-1 Channel. <br /> B. Project Information <br /> The purpose of a LOMR is to correct boundaries shown on the Flood Insurance Rate Map <br /> (FIRM). FEMA requires floodplain boundaries be remapped when topographic changes <br /> occur that alter floodwater drainage patterns. The drainage channel was relocated in 1999 <br /> as part of the public improvements for Auction Way without obtaining a LOMR. <br /> The channel is mapped on FIRM No. 4103901106 as lying within Zone A, Special Flood <br /> Hazard Areas Inundated by 100-Year Flood. No base flood elevation was established in <br /> this location, and it is assumed that approximate methods were used to establish the <br /> boundary for Zone A at this location. Approximate methods for establishing floodplain <br /> boundaries include record photographs taken during historic flood events and interviews <br /> with adjacent property owners. <br /> The process to request a LOMR from FEMA includes completion of FEMA Form MT-2. <br /> Required attachments to Form MT-2 include a certified topographic survey and detailed <br /> hydraulic calculations. A review fee payable to FEMA is also required with submission of <br /> Form MT-2. FEMA's review time of Form MT-2 can be up to one year. <br /> C. Scope of Services <br /> The scope of professional services is to prepare and submit a complete FEMA Form MT-2 <br /> application packet including survey field work to produce the required certified topographic <br /> survey. Professional services also include responding to any questions from FEMA during ' <br /> the review process. <br /> E. Assumptions /Exclusions /Additional Stipulations <br /> Survey <br /> • Topographic survey will be prepared by BHE. <br /> • The City will provide electronic aerial photographs and 2-foot contour mapping to assist <br /> in the preparation of mapping required by Form MT-2.
