Award SummaryPage 19 of 33 <br />Velocity reports are monitored daily. These reports include: <br /> <br />- 1-Day Report details any Contractor cards that have accumulated three or more <br /> <br />charges in a 24-hour period <br /> <br />- 5-Day Report details any Contractor cards that have accumulated seven or more <br /> <br />charges in a 5-day period <br /> <br />- Average Usage Report details any Contractor cards that have exceeded one hundred <br /> <br />percent of a 3 month rolling average for dollars spent in a month on fuel. <br /> <br /> <br />Determine Frauds <br /> <br />Cards that appear on the above Reports are noted as suspicious when any of the following <br /> <br />circumstances are present: <br /> <br />- No PIN (if required by account) <br /> <br />- Two or more consecutive charges <br /> <br />- Differing Product Codes <br /> <br />- Charges above $50.00 per transaction <br /> <br /> <br />Once a card has qualified as suspicious, the authorized Participant Contact is notified and <br /> <br />informed of the purchases, giving them the opportunity to verify the validity of the <br /> <br />suspicious charges. <br /> <br /> <br />Manage Fraud <br /> <br />- If the Participant suspects misuse, the card is immediately cancelled. <br /> <br />- The card becomes inactive within one hour of the initial notification. <br /> <br />- Contractor reserves the right to cancel cards against the wishes of the client. <br /> <br />- A Fraud Affidavit is sent to the Participant Contact when either the unauthorized <br /> <br />charges have been realized and/or when the client refuses to pay these billed charges. <br /> <br /> <br />Investigate Fraud <br /> <br />Contractor shall utilize the following tools when investigating fraud: <br /> <br />- Fleet Commander - provides transaction data in an efficient format and enables <br /> <br />the authorized contacts to trace the entire history of a card, account, or organization <br /> <br />- Sales receipts with signatures <br /> <br />- Cameras at various merchant locations <br /> <br />- Transactional information <br /> <br />- A journal, which is kept to record any ongoing investigation <br /> <br /> <br /> <br /> <br /> <br /> <br />Determine Liability <br /> <br />Responsibility for Fraud is by the following: <br /> <br />- Circumstances of misuse <br /> <br />- Contractual agreement between Voyager and the Participant <br /> <br /> <br /> <br />5.3 TRAINING REQUIREMENTS: <br /> <br /> <br />5.3.1 Contractor shall provide multi - Participant sales/training seminars for the purpose <br /> <br />of acquainting Participants with the Card program including benefits, use of management <br /> <br />information reports, optional program features, etc. These seminars shall be conducted at <br /> <br />locations approved by the State at no cost to the States or Participants. <br /> <br /> <br />Contractor will provide the State and Participants with sales/training seminars as <br /> <br />requested at no cost to the State and Participant. The dedicated State Relationship Manager <br /> <br />will work with the State to develop a customized training program to meet the unique needs <br /> <br />of the State or Participants. <br /> <br /> <br />Contractor will work closely with the State to arrange customized training classes per <br /> <br />Participant user roles. <br /> <br /> <br />Contractor will work with the State to provide a comprehensive training class for <br /> <br />Contractor software tools that can be presented to Participants in approximately two and a <br /> <br />half hours. A full training class agenda on Contractor software tools would include: <br /> <br /> <br />Fleet Commander Online Account Maintenance Training (1 Hour) <br /> <br />- User ID/Password Creation & Site Overview (10 Minutes) <br /> <br />- Card Maintenance (20 Minutes) <br /> <br />- Vehicle Maintenance (10 Minutes) <br /> <br />- Driver Maintenance (10 Minutes) <br /> <br />- Exception & Custom Data Parameters (10 Minutes) <br /> <br />Fleet Commander Online Reporting Tools (1 Hour) <br />https://orpin.oregon.gov/open.dll/showDocSummary?sessionID=1921160&disID=985529&docTy...6/10/2008 <br /> <br />
