City agrees that design standards for all projects on the Oregon State Highway <br />System shall be in compliance with standards specified in State's current edition of <br />the Highway Design Manual, (which is incorporated hereto by reference and by this <br />reference made a part hereof), related references, and construction plans shall be in <br />conformance with the standard practices of State for plans prepared by its own staff. <br />3. City shall verify that the installation of traffic control devices meets the warrants <br />prescribed in the Manual on Uniform Traffic Control Devices and Oregon <br />Supplements. City further understands and agrees that any installation of traffic <br />control devices on or adjacent to State facilities requires the approval of the State <br />Traffic Engineer or State's Region Traffic Engineer as described in the ODOT Traffic <br />Signal Policy and Guidelines and the ODOT Traffic Manual. <br />4. The standard unit of measurement for all aspects of the project shall be English Units. <br />All project documents and products shall be in English. This includes, but is not <br />limited to, right of way, environmental documents, plans and specifications, and <br />utilities. <br />Professional, Technical and Expert Services Contracts <br />1. City shall conduct consultant selection processes to obtain A&E and Non-A&E <br />personal services consultants in accordance with all applicable state and federal laws, <br />regulations and policies in the solicitation and award .process of any Supplemental <br />Project Agreements containing federal funds. City shall follow City's documented <br />processes for consultant selection, which have been reviewed and approved by State <br />and FHWA. <br />2. Upon written request, State may make Region's consultant services contracts <br />available for preliminary engineering and/or construction engineering services for <br />City's federal-aid projects. If City chooses. to use said services, City agrees to manage <br />the work done by the consultant and make funds available to State for payment of <br />those services. <br />3. City or others may perform preliminary .and construction engineering. In the event <br />..that City elects not to use City's certified consultant selection process to engage the <br />services of a professional, technical and expert services consultant to perform any <br />work covered by this Agreement, then City and consultant may request a State <br />reviewed and approved personal services contract process and resulting contract <br />document. This review includes, but is not limited to the Request for Proposal, <br />Statement of Work, advertisement and all contract documents. This review and <br />approval is required prior to federal reimbursement. City shall contact State's <br />.Regional Local Agency Liaison to begin the review process. The personal services <br />contract must be approved by State's Chief Procurement Officer or designee prior to <br />beginning any work.
