Work is currently <br /> progressing on bid drawings in anticipation of construction in summer 2004. <br /> Awbrey Park <br /> Phase: Preconstruction <br /> In September a new master plan for Awbrey Park was completed and an administrative order prepared to <br /> formally adopt the plan.The plan balances recreational interests with preservation of trees and natural <br /> riparian area along Spring Creek and provides direction for future park development. Construction is <br /> planned for summer 2004. Improvements to Awbrey Park will be partially funded by the POS bond <br /> measure and partially by parks SDCs. Improvements planned next summer include a new playground, <br /> walks,benches,picnic tables,a remodeled parking lot,and landscaping.The playground,picnic facilities <br /> and walkways will be accessible,and the parking lot will provide space for RideSource van parking and <br /> turnaround.The City hopes to have enough funding to construct a footbridge over Spring Creek and <br /> provide a new pedestrian trail connection to the neighborhoods on the north side of the park. Some aspects <br /> of the master plan will not be implemented with the construction next summer.They include renovation of <br /> the open turf field,installation of turf irrigation,and construction of a picnic shelter. Also,the removal of <br /> invasive plants from the wooded area and the planting of natives will not be included in next year's bid. <br /> However,this work may be done separately in conjunction with volunteer work groups. <br /> Under separate action the City has been working with FEMA to rebuild a small shelter for portable <br /> restrooms as a replacement for the restroom that was damaged by a falling tree in a windstorm 18 months <br /> ago.The City expects to have work on this replacement completed by the end of this year. <br /> Brewer Park <br /> Phase:Future <br /> Candlelight Park <br /> Phase:Planning <br /> In mid-August,Morse Brothers began work on Royal Creek subdivision.The fmal subdivision approval <br /> was instrumental in clearing the way for the City to begin the public planning process for Candlelight Park. <br /> Approval of the Royal Creek subdivision included a reconfiguration of the park site.While still <br /> maintaining approximately 564 feet of frontage on Royal Avenue,the parks long axis now is oriented in a <br /> north-south direction and will be bordered by public streets on three sides.Neighborhood interest in the <br /> park is high,and staff is planning on holding the first public meeting in October.Neighbors have used the <br /> undeveloped park site for years as an off-leash dog park,and staff expects that neighbors will want to <br /> continue having this ability in the new master plan.With a little over 11 acres of parkland to develop, <br /> sufficient room should be available to accommodate other recreational interests as well as provide an <br /> enhancement to an open drainage way that traverses the park site. Plans are to develop the park as soon as <br /> the master plan is adopted and the necessary land use permits are obtained. <br /> Frank Kinney Park <br /> Phase:Planning/design <br /> Final plans were presented at a general assembly of the Southeast Neighbors in April. The plans,revised <br /> based on neighborhood feedback,reflected a balance of uses strongly weighted towards preservation of <br /> natural areas. The low-impact plan includes habitat preservation and restoration for 97%of the park area, <br /> with 3%left for ADA accessible pathways,a small children's playground,and a pedestrian bridge. <br /> Construction documents are currently being prepared for the summer 2004 construction season.
