On Friday, May 30, the City opened bids on the sale of three abandoned fire stations.
The high bid of$198,987.57 for Station #2 in the Whiteaker neighborhood was submitted by McConnell Enterprises,
doing business as Old Dominion Carstar. The high bid for old Station #6 on Coburg Road was $276,001, and was
submitted by Paul Nicholson, of Paul's Bicycle Way of Life. The combined bids for Stations#2 and#6 were
approximately $100,000 higher than the City's reserve price. Currently, the purchasers are completing both their
acceptance review of the properties, and financing arrangements. Sale of the properties is expected to be complete by
early Fall.
No bids were received for Station #4, located at 9th and McKinley in West Eugene; however, several of the parties that
viewed Station #4 have expressed continued interest in the property. Facility Management and Purchasing staff are
reviewing options for disposal of that property, including oral auction. If you would like more information, please call
Glen Svendsen, Facilities Division, at 682-5008 or by email at glen.l.svendsen©ci.eugene.or.us.
Roosevelt Police Facility
After two years of planning, designing, acquiring property, and processing land use applications, the new home of the
Eugene Police Department's Forensics Evidence Unit (FEU) and Property Control Unit (PCU) is scheduled to break
ground in early August of this year. Designed by Berry Architects of Eugene, the 17,150 square foot FEU/PCU facility
will be constructed under the direction of McKenzie Commercial Contractors using a Construction Manager/General
Contractor form of procurement. McKenzie Commercial is currently bidding out all major portions of the work in
compliance with public purchasing laws per Oregon Revised Statute 279. Occupancy is scheduled for May 2004, with
final completion of all site work by June 30, 2004.
The two-story structure consists of a tilt-up concrete shell for economy, security, and interior flexibility. The interior
construction is standard lightweight steel framing with gypsum board. This building also reflects the City's commitment to
sustainable design with energy efficient mechanical and electrical systems, generous use of natural daylighting, and
durable materials to reduce maintenance costs. The concrete shell provides thermal mass that will reduce the need for
cooling by modulating the temperature swings of the summer months. In addition, the site will feature a mix of native
plants and drought-tolerant ornamentals along with pre-treatment of stormwater run-off through the use of bioswales and
biofiltration.
The total project budget for the Roosevelt Police Facility is $3.9 million funded from the Facility Reserve Fund. The
estimated construction cost is approximately $2.5 million with property acquisition totaling just over$500,000. The
EUGENE CITY COUNCIL NEWSLETTER PAGE 1
