existing ones, since they have been unsuccessful at finding water anywhere else. Regarding
alternative 4: Since Greenhill Road defines the Urban Growth Boundary (UGB), city water
mains could not be extended to provide water for those outside the UGB (i.e. west of Greenhill).
Throughout the meeting, property owners had the following comments and concerns:
1. Flooding from west of Greenhill Road is a problem.
2. What is the reason for not excluding the areas where the wells exist from the project?
3. The existing wells are where the water is. This project could impact the source of
drinking water. Well users concerned about maintaining water quality and quantity.
Want written guarantee from City that water quality and quantity will remain intact.
4. Need access to pumps for maintenance, not just to electrical panels. In response to City
questions about past maintenance needs, owners relayed instances where hip waders,
and tractor/access were needed to service pumps and piping.
5. Drainage issues need to be resolved in the area of Greenhill and Royal. Roadside ditches
are not adequate north of Royal and back up water south of Royal.
6. Regarding the "redrill wells" alternative: property owners questioned the ability to get
water. Regarding water quality: will the wells be taking in water which percolates down
from the flooded area above and contains contaminants?
7. Surface water penetration- Per resident, the State Water Master indicates that standing
water for longer than three days may lead to contamination of well water.
8. Cathy Kennedy considering drilling new well, dedicated to herself.
9. Kimball Lewis reiterated his concern about maintaining drinking water for the Greenhill
Humane Society (GHS), which tends to 9,000 animals per year.
10. Patrick's and GHS's water level and pump controls are located at the house/site.
11. Per Bill Disher: Flood level of 382 feet matches the elevation of a point in the middle of
Greenhill Road and is higher than points on Disher's property. This, combined with
drainage problems, is of concern.
12. "Extending existing wells" alternative expands the potential for contamination; and, what
about the "biofilter affect"?
13. Soil layers/seams may allow for transport of contaminants to well water.
