Recent changes to <br /> the Water Resource Development Act(WRDA)allow for construction of the comprehensive <br /> plan which is the plan preferred by the City of Eugene. This plan includes removal of the SCS <br /> levees along the A-3 channel, and would result in a more favorable project. A proposal from the <br /> ACOE should be received within a month; following that the City will sign a Project <br /> Cooperation Agreement(PCA)which will obligate the City to be the project sponsor and to pay <br /> 25%of the overall project costs. <br /> Russ gave an overview of the property acquisition and well easement issues. The review process <br /> will be started as soon as the PCA is signed; following that offers are presented to the affected <br /> property owners. The easements for those west of Greenhill who use water from the four <br /> existing wells on Dishers and Kennedy's properties will be rewritten to reflect changes in <br /> ownership, access for O&M, etc. <br /> Therese went through the ACOE alternatives related to modifying the four existing wells <br /> (Attachment El,Appendix E,August 1996 ACOE report): 1) install new pumps and wells <br /> adjacent to existing wells, and abandon existing wells;2)leave existing wells in place and extend <br /> well casings and surrounding concrete to protect wells from flooding; 3)drill new wells outside <br /> the study area; and 4)extend city water. Regarding alternative 3: it was understood from <br /> feedback during the meeting,that residents are opposed to drilling any news wells away from the <br />
