The subject property abuts the existing ridgeline park for a distance of approximately 480 feet. <br /> At one point the ridgeline park narrows to only about 30 feet wide. This acquisition would serve <br /> to widen the park at this point. Presently the only public access to the subject property would be <br /> from the ridgeline trail approximately 800 feet east of the 52nd and Willamette Street trail head <br /> parking lot. The property does not have any street frontage, except for an unusual 30 foot wide <br /> r.o.w. dedication that dead ends into the northern edge of the property. I asked Walt Haniuk to <br /> look into the status of this undeveloped r.o.w. and he said Lane County has not agreed to accept <br /> it and may not want it. This r.o.w. does not have the ability to connect to any existing public <br /> street system and is basically useless. <br /> The property is surrounded by one single family dwelling on the west and two on the south. <br /> There is a multi-family P.U.D. bordering on the north and one on the east. Potential trail head <br /> connection to the east to Donald or Fox Hollow would need to be made thru one of these <br /> properties. <br /> Site Attributes: <br /> The 1989 Eugene Parks and Recreation Plan's policies and proposed actions under the <br /> Community Wide Resources section applies to this property. Specifically under South Hills, <br /> policies 1, 2, 3, and 4, and propose actions F and I-3 are applicable to this property. These <br /> policies call for the preservation and enhancement of the natural conditions and habitat value of <br /> the south hills, passive recreation development such as trails and viewpoints, and to utilize the <br /> recreation potential of the land under the BPA power line easement. This property could help <br /> meet these policies. <br /> The property is an attractive natural area that contains significant wildlife and plant habitat. In <br /> addition to a heavy population of deer in the area, there are squirrels, coyotes,raccoons, fox, <br /> possums, rabbits, snakes, lizards,toads, song birds, birds of prey, etc. The vegetation provides <br /> an abundant food source for birds and animals as well as cover and security. Water is provided <br /> by the seasonal creek. The 26 acres alone can sustain the natural resources found here, however <br /> it becomes even more significant when added to the existing ridgeline park system. <br /> The site has a water quality and biofiltration value in keeping sediment at a minimum. Drainage <br /> from far more than the 26 acres of this site enters the storm system after passing thru the dense <br /> vegetation of this site. <br /> The site has a obvious recreation value in its potential to add to the ridgeline trail system. There <br /> also is a point on the site which may lend itself to establishing a view point to the north. An <br /> educational value exists for the general public in being able to use a natural resource area such as <br /> this. The habitat affords the opportunity for formal or informal nature study and wildlife <br /> observation which would be facilitated by the extension of a trail thru the area. <br /> Maintenance and Development: <br /> I talked with Dick Morgan and he is comfortable with our accepting the land.
