Draft Draft Draft <br /> The SWPT agreed to have the SWMT review the following functions for commonality and <br /> possible consolidation: <br /> • open waterway and facility inspection <br /> • systematic field inspection <br /> • permitting and monitoring <br /> • erosion control <br /> • illicit discharge compliance <br /> • spill response <br /> • industrial site permitting <br /> Mr. Duckett distributed copies of the Stormwater Management Team 2003 Work Plan, and noted <br /> that he had added two items that had not been previously discussed by the SWMT: Open <br /> Waterways Maintenance Plan, and West Nile Virus response plan. <br /> Mr. Duckett said the Open Waterways Maintenance Plan was important because of the change in <br /> direction from primarily conveyance based to natural resource values based and the SWMT <br /> should have a role in the event there were tradeoffs that had to be made. <br /> According to Mr. Duckett, the West Nile Virus was expected to reach Oregon in March or April <br /> and there could be ramifications for the stormwater program. He was concerned that there were <br /> expectations that would be difficult to meet with existing resources. <br /> Ms. Walch briefly reviewed the proposed SWMT Work Plan and asked the Policy Team for <br /> feedback. She expressed concern about the scope of work and time required for the Open <br /> Waterways Maintenance Plan, given the limitations in Engineering. Mr. Duckett suggested the <br /> task could take a phased approach, with an initial cursory review to determine what level of <br /> detail and scope of work was required, and a second phase, that could include the engineering <br /> component, to determine the approach for the plan. <br /> Mr. Medlin agreed with Mr. Duckett's suggestion and recommended both phases be added to the <br /> SWMT Work Plan.
