Draft Draft Draft <br /> Mr. Medlin recommended placing more emphasis on the federal regulations to illustrate that <br /> program changes were driven by external requirements, rather than initiated by the City. He also <br /> felt that the alternative of increased program efficiency or effectiveness should be eliminated or <br /> given less weight than the other three alternatives. He cautioned that the report should discuss <br /> the operational program in terms of being sufficient and highlight base services and how they are <br /> supported by BMPs. <br /> Mr. Schoening said he would incorporate the team's recommendations and the report would be <br /> presented in the next week. <br /> 3. Stormwater Management Team Work Program <br /> Mr. Duckett and Ms. Walch joined the meeting. <br /> Mr. Schoening suggested the group first discuss the impact of retirements on the stormwater <br /> program and how that might lead to revisions in the program, as that would have an effect on the <br /> Stormwater Management Team(SWMT)work program. <br /> Mr. Ruffier said the program structure was being reviewed for consolidation in light of <br /> retirements, particularly those functions that were split between divisions. As examples, he cited <br /> facility inspections, systematic field investigations, permitting and monitoring, erosion control, <br /> spill response, illicit discharge compliance. He said consolidation of these functions in one <br /> division could resolve communication, coordination, and consistency problems. He remarked <br /> that the issue of consolidation could be referred to the SWMT for review and recommendation. <br /> Mr. Corey asked if the SWMT would be able to conduct the review. Ms. Watch said the SWMT <br /> could do the work, but was uncertain how it would affect the other priorities in the work <br /> program. She asked how soon the SWPT wanted a recommendation.
