WESTUNIV.RAM Page 1 <br /> January 27, 1994 <br /> Dear Resident: <br /> SUBJECT: WEST UNIVERSITY PARK <br /> The City of Eugene will hold a meeting on February 10, 1994, at 7:30 p.m. at 1458 Ferry Street, to <br /> discuss security problems and possible solutions at West University Park. The City is considering the <br /> removal of the picnic shelter, overgrown vegetation, and covered area on the west side of West <br /> University Park. <br /> The City is considering this removal for several reasons: 1) The park is a sanctuary for illegal <br /> activities, including drug transactions, alcohol violations, assaults, dogs at large, <br /> urinating/defecating, and outstanding warrants. In the months of July and August, 1993. 90 <br /> arrest/citation incidents occurred in the park; 2) As a result of these activities, neighborhood <br /> residents do not use the park: and 3) because of the overgrown vegetation at the park it is impossible <br /> for the police to check the park without actually walking into it. <br /> Efforts were made by the West University Neighbors and the City of Eugene to correct some of these <br /> problems by adding portable toilets and planning neighborhood events to make the park more usable by <br /> the community. Also, a Community Police Officer was assigned to work the business and residential area <br /> surrounding the park. <br /> Because of these undesirable behaviors and illegal activities, both the West University Neighbors <br /> Executive Board and the University Small Business Association have requested the proposed changes to <br /> improve the security of the park. <br /> If you are unable to attend the meeting and have questions about the proposed changes, please contact <br /> Richard Morgan, Parks Maintenance Manager at 465-2683, or Kenneth W.
