Picnic tables and benches <br /> are appropriate for this area. <br /> While some removal of invasive species has occurred in the woodland, it has not <br /> been substantial enough to effectively deal with the issue. Ivy, scotch broom and <br /> blackberry continue to be significant challenges as well as invasive plum trees. <br /> Poison oak continues to have a strong presence in the park and does impact the <br /> woodland trails. Significant funding will need to be identified to effectively deal <br /> with these issues. <br /> 8. Create a pedestrian/bike path connection from 31st Avenue and Lincoln to 30th <br /> Avenue and Lincoln, as identified in the Eugene Bikeway Plan. <br /> This bike path connection has not been constructed. Based on topography, it will <br /> be a significant challenge to locate such a path. <br /> 9. Provide pedestrian access for people of all abilities by: maintaining the trail <br /> surfaces and widths for safe passage, installing bridges over the stream or <br /> wetland areas that overlap the path, create a wheelchair accessible link with <br /> 31"Avenue and Lincoln Street and the parking area west of the house, <br /> installing signage at trail entrances prohibiting mountain bicycle riding except <br /> for the Lincoln Street bike path. <br /> Substantial improvements have been made to trails within the dog off-leash area <br /> through volunteer involvement. However portions of those trails are probably too <br /> steep to be considered accessible by ADA standards. The hiking trails in the <br /> woodland have been resurfaced several times in the last 10+ years. The <br /> connector path down to 30th and Lincoln needs to be relocated and improved. <br /> Mountain biking does not appear to be a major problem at Morse Ranch. <br /> 10.Establish fire hazard easements along adjacent properties. Park neighbors (at <br /> their own initiative and expense) will be granted permits to remove combustible <br /> vegetation within 30 feet of residential structures. This will include limbs on <br /> trees to half the tree's height or 30 feet above the base of the tree, whichever is <br /> higher. Trees with a circumference over 25 inches can be limbed but cannot <br /> be removed. <br /> There is no evidence of any park neighbors taking advantage of this allowance. <br /> 1 1 .Continue the dog-off-leash activity on a trial basis in the east pasture. City <br /> staff will monitor the area for negative impacts and will make changes in use <br /> patterns to reduce significant impacts. <br /> This is consistent with current maintenance and management practices. The dog <br /> off-leash area continues to be very well used and highly valued by the community. <br /> Steps to mitigate impacts by the heavy use the park receives have included fencing <br /> off the stream on the east side of the pasture, rebuilding trails as needed, <br /> relocating park furniture from areas that are too intensively used, planting trees, <br /> and installing signage and waste removal bag stations to encourage responsible <br /> pet ownership and the pickup of waste. <br />
