Based on our discussion it <br /> appears that the most straight forward way of handling this <br /> would be to have Council adopt a resolution establishing the <br /> criteria under which it is in the public interest for <br /> activities not to be charged as required by their Eugene <br /> Decisions fiscal policies for cost recovery. Then we adopt <br /> Administrative Rules with the new rates and reference the <br /> Council resolution covering exceptions. Let me know if you <br /> see something I am missing in this approach. Otherwise I will <br /> work on some resolution language for everyone to review and we <br /> will take a swing at this. <br /> Bob, let's talk tomorrow about language that might work.
