Jim's recommendation seems pretty easy to accomplish but I
want to get your perspective. Is there a way we can describe this such that your not faced with similar
requests in other areas? Thanks Les L
From: JOHNSON Jim R
To: NORRIS Linda H; LYLE Les A
Subject: WJ Park Use Fees
Date: Thursday, March 14, 1996 2:54PM
Linda and Les: I think both have you have heard that the WJ Take Back the Park Committee is
interested in getting the fees reduced at WJ Park. The Committee has discussed it a couple of times
(according to Bonnie Beck) and feels strongly that fees are a deteriment to getting more use of the stage
area and more people in the park for wholesome activities. Councilor Keller is also aware of the concern
and expressed at the meeting that she would try to find out how to change the fees. At the last PSCC
meeting, Jan Gund asked me about the fees and seemed confused about how to proceed with getting
them lowered (even thought she was at the meetings when the issue was discussed). I said that I would
find out how best to proceed.
My understanding from Bonnie and Doug is that the WJ fees were suggested by Public Works as part of
Eugene Decisions and the Council approved them. Bonnie and Doug also feel that it's Public Works' belief
that they can't change the fees without returning to Council. I don't much about the role that Public
Works has played in responding to the Committee's concerns. Bonnie thought that Dick Morgan had been
contacted, but was unsure of any action on his part.
This one seems pretty easy. Why not just write a short note to the Council saying that the Committee
believes that the fees are preventing more activities in the park; that we'd like to put the fees at $0 for
non-commercial shows; and that this would be for one season only, to be reviewed again next year. Dick
may need something else in there, but I don't think he really cares that much about the loss in revenue.
I can't see Council objecting to the request. Revenue foregone would be very small.
Could Les help Public Works get this one done? If he does have a few minutes to spend on it, it may be
appropriate to call Jan Gund to mention that he'll be helping.
Jim //
!iI t--.'C?I" s ,
E c. 2. .020 .e C.r 4 1 -
Page 1
