EUGENE Public Works <br /> Maintenance <br /> 1820 Roosevelt Boulevard <br /> Eugene, Oregon 97402 <br /> (503)687-5220 <br /> February 28, 1996 <br /> Mylie Carter <br /> 2112 Agate Street <br /> Eugene, Oregon 97403 <br /> Dear Mylie Carter: <br /> Your interest in the status of irrigation needs and trees within Washburn Park has been passed <br /> onto me for response. Let me take a moment to explain what events are happening, and have <br /> happened, with respect to this park. <br /> It has been decided to replace the deteriorated irrigation system due to an urgency, identified by <br /> the Urban Forester, to replace the system or risk losing additional choice specimen trees. The <br /> funding for this work comes from reprioritizing other park maintenance projects in the current <br /> year's budget, and postponing some deemed less urgent until the following year. <br /> Our goal is to have the new system functional in early summer prior to the ground drying out <br /> after the rainy period ends. We are currently in the design phase for the system and hope to go to <br /> bid and subsequently select a contractor prior to May 1, 1996. <br /> Since the chance of survival for young trees is the greatest if planted in the winter months when <br /> they are dormant, our plan is to schedule the plantings between November of 1996 and February <br /> of 1997. This will allow us time to work on the tree species and planting site selection to insure <br /> we get the proper trees planted in the proper places.
