Hammitt, Bob
From: Medlin, Johnny
To: Hammitt, Bob
Cc: Andersen, Chris; Evans, Deborah; Etter, John; Morgan, Dick; Long, Jack; Weber,
John; Bowers, Lew (RIS1); Weinman, Richie (RIS1)
Subject: Walnut Grove Housing Development and Park
Date: Friday, February 25, 1994 11:52AM
Bob, I spoke with Lew Bowers this morning regarding where we were on this project and to insure that we were
not holding up anything. I discussed with Lew that there was no question but that we were willing to add parkland
but our concerns were about insuring we have a mechanism to quantify maintenance costs so that such could be
communicated to Council in the budget service level change process. He was very understanding and
supportive of this concern.
As to project status, in brief, there is an environmental complication on the project which may hold it up some
and likely will require design changes. Lew will keep us informed of when information becomes available for us
to respond to maintenance concerns.
In deeper discussion, Lew told me that they have come upon a significant issue (breeding pond turtles) and the
environmental accommodations that may need to be made due to this. Initially the plan for the park was to
require grading activity at the banks of the pond. With the new environmental concern a review is being made
(coordination with the natural resources study and involved groups) which may substantially change the scope
and character of the park. It may go from being a predominantly developed neighborhood park to more of a
natural area wetlands park surrounding the pond.
I assured Lew that which ever path this ended up taking, that Public Works Maintenance was aware that we
would be taking on the maintenance of the new park. I explained to Lew that the issue to us now was more one
of determining project scope and just what the final product was going to be. Once this was decided (allowing
input from all the involved parties) then we could develop an estimate for maintenance costs and illegible funding
sources in preparation to submit this in the next budget process as a service level change request.
We left this with John Etter is to continue being involved in the process regarding park development and Debra
Evans is being brought in. I would also like Jack Long to be kept informed is this takes more of the wetlands
natural area path.
Thanks Johnny
Page 1
