i' aL NUT.RFT Page 1 <br /> MEMORANDUM <br /> February 1, 1994 <br /> TO: John Etter, Johnnie Medlin, Christine Anderson <br /> FROM: Richie Weinman <br /> SUBJECT: OWNERSHIP OF A NEW PARK AT WALNUT GROVE <br /> The City of Eugene is working on the development of Walnut Grove-a 40 acre city owned parcel near Kelly Middle <br /> School. The site will include 80 units of low income housing and over 100 lots for single family homes. <br /> A great deal of work has already been completed but we have some critical decisions to make in the near future. Our <br /> goal is to have roads constructed this summer and low income housing constructed this fall. <br /> There is a portion of the site designated for a park. It is adjacent to a 14 acre pond. We need to determine park <br /> ownership. Originally we believed the park would be publicly owned. John Etter was involved with Walnut Grove from <br /> the earliest stages of site planning and neighborhood involvement. A park would satisfy many neighborhood concerns <br /> and would also address the need for more parkland in the area. We believe the park can be constructed as a part of <br /> the project. This could include landscaping and some play equipment. <br /> We realize that the playing field (excuse the pun) has changed some in the last few years. Now we must consider <br /> some longer term maintenance issues. One solution would be to do a one time assessment in the subdivision, as lots <br /> are sold, for park improvements. However, some may perceive this as being unfair since it will serve the entire public. <br /> We need your help on this one. We are really under the gun to get this project moving. The park issue is one of many <br /> which needs to be resolved. It is an element of the Site Review Process. I appreciate your assistance.
