i' aL NUT.RFT Page 1
MEMORANDUM
February 1, 1994
TO: John Etter, Johnnie Medlin, Christine Anderson
FROM: Richie Weinman
SUBJECT: OWNERSHIP OF A NEW PARK AT WALNUT GROVE
The City of Eugene is working on the development of Walnut Grove-a 40 acre city owned parcel near Kelly Middle
School. The site will include 80 units of low income housing and over 100 lots for single family homes.
A great deal of work has already been completed but we have some critical decisions to make in the near future. Our
goal is to have roads constructed this summer and low income housing constructed this fall.
There is a portion of the site designated for a park. It is adjacent to a 14 acre pond. We need to determine park
ownership. Originally we believed the park would be publicly owned. John Etter was involved with Walnut Grove from
the earliest stages of site planning and neighborhood involvement. A park would satisfy many neighborhood concerns
and would also address the need for more parkland in the area. We believe the park can be constructed as a part of
the project. This could include landscaping and some play equipment.
We realize that the playing field (excuse the pun) has changed some in the last few years. Now we must consider
some longer term maintenance issues. One solution would be to do a one time assessment in the subdivision, as lots
are sold, for park improvements. However, some may perceive this as being unfair since it will serve the entire public.
We need your help on this one. We are really under the gun to get this project moving. The park issue is one of many
which needs to be resolved. It is an element of the Site Review Process. I appreciate your assistance. I ask that you
get back to me with a resolution or proposal by February 15.Thanks. CC: Abe Farkas Sunna Murray Lew
Bowers
