HAMMITT Bob
From: SHUTT Gene
To: HAMMITT Bob
Subject: FW: Tugman Park
Date: Thursday, June 01, 1995 12:59PM
Bob, this computerized note is more or less the tracking mechanism that has been in place since this issue
first came up. Reviewing it, I see you haven't been included in the link and am sending it your way. A
quick summary is that Dave and I walked this ditch and are not sure that minor cleaning (with the
exception of picking up a few branches and sticks) will help the situation at all. Major deepening and
widening doesn't seem to be appropriate for a park setting nor consistent with what I believe a water
quality ditch should look like. Let's see what other kinds of feedback you get. Gene
From: SHUTT Gene
To: RHAY Tim W; ETTER John F
Cc: MORGAN Dick A; RITTER Dave P; MEDLIN Johnny R; CAHILL Michelle R; KROECK Louis G
Subject: RE: Tugman Park
Date: Thursday, May 25, 1995 4:13PM
This is an issue several of us have had recent discussions about in the last few days and it now appears
there is a new group of staff who may like a briefing. If you get this note more than once, then it means
someone is reading what I'm writing. Again, we do not have a "history" of maintaining this ditch but do
recall doing some minimal cleaning several years ago. Gene
From: SHUTT Gene
To: RHAY Tim W; ETTER John F
Cc: MORGAN Dick A; RITTER Dave P
Subject: RE: Tugman Park
Date: Tuesday, May 23, 1995 9:23AM
For tracking purposes I thought I would add another note to
Tim's comments. Dave Ritter and I looked at the Tugman ditch
on May 22, 1995. It looks like the type of ditch we are
wanting to see more of throughout the city. After looking at
the ditch and evaluating Tim's comments, I am inclined to
believe our best approach may be to not do anything. The
ditch is going to handle small rainstorms and the ditch and
the terrain will handle medium or severe rainstorm. There
isn't anything short of a major channel that is going to
handle a major rainfall and I doubt even a major rainfall
could be contained with a channel. The ditch is a classic
example of what I visualize as something we want to leave
alone. While I still think cleaning and widening is something
we can talk about and consider, without such a discussion, the
only thing I suggest is for someone to walk the ditch and pick
up a few sticks. Gene
From: RHAY Tim W
To: ETTER John F
Cc: MORGAN Dick A; RITTER Dave P; SHUTT Gene
Subject: RE: Tugman Park
Date: Friday, May 19, 1995 8:16AM
The grass in the rough area at Tugman has been mowed
except for the small area inside the "bump out" on the fence
surrounding the "hazardous" areas of the former landfill.
(There is no gate, so a section of fence must be taken down to
let the tractors in. Dick tells me that the grass inside the
fence is not as tall as the rest of the field was. This area
will be mowed before June 15th which, according to the City
Code, is "soon enough". We've been on the current, two times
a season, schedule for most such areas for some time. It is
Page 1
