not a recent "downturn" in maintenance. In fact, we are
moving somewhat faster this season and last as having three
functional mowers (enabling Dick Charles to mow with the other
staff when his schedule permits) and the increased effeciency
of the Tiger have had a positive impact on our rough mowing
operation.
As to Bertini doing some kind of ditching work at
Tugman, it has not been done since I've been Turf & Grounds
Supervisor, which is more than a decade. If such work was
done it was likely done before the rocks were placed in the
stream channel and probably was done using the cat - which we
no longer have. I can't imagine our tractors being very
effective in such an application. I would think one would
need a fairly large backhoe (which we also no longer have) at
the minimum to accomplish anything that would be truly
helpful.
I share Dave's concern that the Gradall might have
difficulty with getting stuck or rutting the turf at the site.
I also understand the neighbors' concerns. I've been at
Tugman in a rainstorm and seen the stream overflow it banks
and literally flood the park. A sheet of water obscured the
turf and the walkways became running streams. I needed my
knee boots to keep from getting wet just walking on the paths.
The current of these mini-streams was swift enough to give me
pause and make me careful of my footing. The outlet to the
park stream had been cleared by our staff prior to this storm
and was clear at the time of my visit. While the rain was
heavy, it was not atypical for Eugene.
We probably need to discuss this at some length and
develop a long-term solution. It will not be a quick or
simple fix.
From: ETTER John F
To: RHAY Tim W; RITTER Dave P
Cc: MORGAN Dick A
Subject: Tugman Park
Date: Tuesday, May 16, 1995 2:32PM
At the information session last night on what's going on at
the landfill correction, I was approached by a couple people
on other matters, which I said I would pass on to appropriate
staff.
1. The open creek has silted and vegetated to where the cross
section doesn't allow the average winter storm to be
contained. I remember years ago Don Bertini driving a loader
down the creek bed to clean it out. Maybe it's time work it
over again?
2. The grass behind the houses on Donald Street (N of 39th)
doesn't get mowed soon enough.
On both of these I explained that the frequency of maintenance
has decreased in recent years, but that they would get
addressed at some point. --John
Page 2
