I had some testing done earlier and one of the surface samples came back with an elevated lead <br /> level over the allowable residential maximum 239ppm, max.=200ppm. They now are wanting me to <br /> explore what it would take to remove those soils. <br /> It would not involve much more to sample the creek bed area where excavation is planned to see if there <br /> are any problems there. If you were to remove soil at the creek bed, now may be the opportune time, as <br /> we appear to need more soil at the Tugman site than earlier estimated, and the distance for transporting <br /> the soil would be short. The current plans are to extend the bid opening from today to next Thursday on <br /> the Tugman project. Water sheeted across the <br /> parkland and over the curb onto Hilyard Street during several <br /> rainstorms. We also received a citizen complaint regarding <br /> this flooding. Staff inspection indicates that since the <br /> ditch was last cleaned approximately 12 years ago, it has <br /> become clogged with silt, vegetation, and other debris. <br /> Maintenance staff is planning to perform some cleaning this <br /> summer in order to regain the lost capacity. <br /> This project raises several questions. One of those is, will <br /> the landfill project (which I understand includes some piping) <br /> cause any increased capacity needs for the ditch? Les, please <br /> have the appropriate person on your staff research that. <br /> Another question is, will opening this ditch have any impact <br /> on the capping project? Chuck, I look to you for some answers <br /> regarding the impacts of us disturbing the creek bed. Was <br /> there ever any material found in the dump that may have washed <br /> into the creek bed and contaminated that soil? Do you feel <br /> like we need to do some testing of the material before we <br /> dispose of it? <br /> The other question that has been asked is, since we are going <br /> to be doing this work in the creek bed is there any <br /> opportunity for some sort of restoration and enhancement <br /> project? The restoration could possibly include planning <br /> appropriate vegetation that would have a minimal impact on the <br /> creek capacity, yet assist in stormwater pollutant removal. <br /> We also need to think about what steps are taken to minimize <br /> erosion. We would like the finished project to be appropriate <br /> for its park setting. <br /> Page 1 <br />
