DEVELOP NEIGHBORHOOD PARKS <br /> With the completion of athletic field upgrades and Neighborhood Park Development <br /> youth sports parks,staff is increasingly focusing <br /> on neighborhood park development. Work is ■Goal <br /> completed on four parks(Laurel Hill, Shadow <br /> Wood,Irwin,and Skyview),and development is ' ` scompleted <br /> in progress on four other parks(Gilbert,Lark, Cl 3 6 9 12 15 18 In progress <br /> p Planning <br /> Trainsong,and Milton). Planning is under way on Number of Projects 0 No actions <br /> six parks(Arrowhead,Awbrey,Candlelight, <br /> Frank Kinney,Marche Chase,Oakmont,and <br /> Walnut Grove). <br /> More detailed status reports for specific neighborhood park projects follows. <br /> Awbrey Park <br /> Phase: Planning <br /> On August 14,the City held the initial public workshop at the Awbrey Park site.Although there was a low <br /> turnout,consensus was voiced on several issues that will provide direction on developing a schematic plan <br /> for the park: <br /> • Pedestrian access to neighborhoods to the northeast was highlighted.This will mean providing a <br /> bridge crossing over the Spring Creek drainage. Spring Creek is within the protected salmon zone, <br /> and any work in this area will require approval of the Army Corps of Engineers and the National <br /> Marine Fisheries Service. <br /> • The park contains a significant natural riparian area,and protecting this area and removing invasive <br /> corplants are considered important project objectives. <br /> • The park needs to maintain much of the same character as it currently exhibits,and the design should <br /> provide a feeling of security through the use of lighting and clear viability into the park. <br /> • The park needs better playground facilities for children. <br /> • The restroom,damaged in a windstorm last winter,should only be replaced if it can be done so using <br /> FEMA funds. <br /> A second public meeting will be scheduled for the interested parties to review the schematic park plan <br /> once it is completed.This is anticipated to happen in December or January. <br /> Candlelight Park <br /> Phase:Planning <br /> As a result of an agreement reached by the City and an adjacent land owner,a subdivision application has <br /> been submitted with the Planning and Development Department to reconfigure the shape of the park site <br /> along Royal Avenue. In addition,a zone change request from Agricultural to Low Density Residential has <br /> been submitted for both the 45-acre privately owned land and the 12-acre city park,which will facilitate a <br /> residential subdivision and the park's development. Further,a joint permit has been submitted to the <br /> Oregon Division of State Lands and the Army Corps of Engineers to allow the filling and modification of <br /> delineated wetlands on the private property and on the city park site. <br /> Gilbert Park <br /> Phase:Planning/design <br /> Construction drawings are currently being developed for this small neighborhood park in the Bethel area. <br /> The concept plan includes a play area,park lights,trees,pathways,a garden fence and gate,a park sign <br /> and benches.Construction is anticipated for 2003. <br /> 140.1.
