The City submitted an application in June to the Oregon Watershed Enhancement Board to request grant <br /> funds to assist with the project. In August the City received notice that while OWEB supports the project <br /> in general,the board will not consider the project for funding until more specific design information is <br /> available. Staff will reapply for OWEB funds in the spring,following completion of the preliminary <br /> design work for the project. <br /> A coordinated approach is being used to manage the various aspects of the project. Parks Planning and <br /> Engineering staff have met to prioritize the recreation improvements to be included in the restoration <br /> project. Public Works Transportation staff has been working with POS and PWE staff to investigate the <br /> feasibility of making bike/pedestrian undercrossings at Goodpasture Island Road and Delta Highway. <br /> The City has hired Steve Greenwood of Oregon Solutions to work with staff to develop partnerships in <br /> support of the Delta Ponds Restoration Project. <br /> Skinner Butte Park <br /> Phase:Planning/implementation <br /> During the summer,staff made progress on several different levels to implement high-priority items of the <br /> Skinner Butte Park Master Plan. Work continues on the habitat inventory contract,which has been <br /> extended through the spring in part to help capture more information about migratory birds and native <br /> plants. Staff collaborated with local naturalists to collect native seed in preparation for restoration of <br /> native prairie around Lamb Cottage. Native seed collected during the summer will be grown out on <br /> contract to provide seedlings and seed crops for this and other habitat restoration efforts. A major first step <br /> was also taken this fall in beginning to restore habitat and views on Skinner Butte. The Eugene Rotary <br /> Club,with the support of many City staff,spearheaded an effort that helped preserve native Oregon oak <br /> trees and restored views at several locations near the summit of Skinner Butte. <br /> In the west end of the park,the Skinner City Farm group is making strides on its Neighborhood Matching <br /> Grant-funded community garden project,with design and logistical assistance from City staff. Currently, <br /> planning is under way to systematically eradicate invasive English ivy from the north side forest of Skinner <br /> Butte. Trail planning efforts are also in progress to manage and restore several miles of hiking trails within <br /> the park. Over the summer,staff worked on preparing a Willamette Greenway Permit application covering <br /> the entire park as well as all projects listed in the master plan.
