I added a bit of definition around use of
steel posts versus hitching posts after reviewing the MUTCD and the Oregon Supplements. Please review and comment.
• Determination of street crossing closures
o All street crossings will be maintained unless approved for closure by the Traffic Engineer or their
designee. For street paving projects this means either existing ramps meeting current standards, new
ramps or upgraded ramps shall serve all crossings including all three legs of tee intersections.
o Projects teams will submit plans showing crossing locations, but not detailed designs, to the Traffic
Engineer or their designee no later than 60% review and ideally around 30% review. The Traffic Engineer
or their designee will comment on any street crossings that need to be closed due to safety concerns
relating to roadway operations.
o Project teams will suggest additional street crossing closures for alterations, if needed, due to existing
physical constraints.
o The Traffic Engineer has final authority over closure of crossings.
• Where crossings are to be closed at unsignalized intersections "No Pedestrian Crossing" (R9 -3 or R9 -3A) or
"Crosswalk Closed" (OR22 -7) signs will be mounted on standard square steel posts (TM687(A)) . At signalized
intersections or where a significant hazard may exist "No Pedestrian Crossing" (R9 -3 or R9 -3A) or "Crosswalk
Closed" (OR22 -7) signs will be mounted on hitching posts (TM490).
• Relevant documents
o MUTCD - Chapter 2B.51Pedestrian Crossing Signs
o Oregon Supplement to the MUTCD - Chapter 4D.03 Provisions for Pedestrians
o Proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right -of -Way - Section R206
Pedestrian Street Crossings
o Oregon Revised Statutes — Chapter 810.080 Pedestrian traffic
Thank you,
Matt Rodrigues
Principal Engineer
Public Works Engineering
City of Eugene
Ph 541- 682 -6036
Fx 541- 682 -8410
4
