7. The City will adopt measures intended to ensure that new trees planted on public land <br /> and along street rights -of -way are of the highest quality, require low maintenance, and <br /> do not interfere with public safety. <br /> • The booklet "Tree Planters Handbook" contains placement standards for tree planting to <br /> ensure that the trees will not grow to interfere with Public Safety. <br /> • The Public Works Department Maintenance Division has adopted tree planting policies <br /> that require the "proper planting technique for plants ". This policy is <br /> being used on all City sponsored ?? and approved ?? projects. <br /> • A list of acceptable street trees has been compiled, published and adopted. This list <br /> contains such information as name, size at maturity, size of planting area required, <br /> acceptable soil conditions, and compatibility with overhead power lines. <br /> • An intragovernmental agreement has been signed with EWEB in which EWEB has agreed <br /> to use pruning techniques on street trees that minimize adverse impacts to the trees health. <br /> In addition, EWEB has agreed to plant two street trees for each tree that the City might <br /> allow EWEB to remove due to poor health. <br /> 8. The City will amend the Eugene Code to protect trees on public land and street rights - <br /> of -way from the potential adverse impacts of construction - related activities. <br /> • The Public Works Department has added tree protection requirements to the standard <br /> contract provisions for public infrastructure improvement projects. <br /> • Staff are preparing a revision to the City's tree preservation ordinance that clarifies the <br /> need for an abutting property owner to obtain a permit to remove a street tree. In <br /> addition, it will require the abutting property owner to adhere to the National Arborist <br /> Associations pruning standards if they wish to prune a street tree. <br /> 9. The City will retain healthy public trees that do not compromise the defensible space <br /> around buildings and other structures for the health, safety, and welfare of the public. <br /> • The Public Works Department Maintenance Division has adopted a tree removal policy <br /> which requires an evaluation and limits the circumstances under which a street or park <br /> tree can be removed. Any tree over ten (10) inches in diameter must be posted for public <br /> information and comment for seven (7) days prior to its removal. <br /> 10. Amend the Eugene Code to provide suitable space for trees to grow in new or <br /> reconstructed street rights -of -way to the maximum extent practical. <br />
