• Over 1,800 street trees have been planted through the NeighborWoods program during
the past three years. In this program the character of the streets is guided by
neighborhood input and participation. Trees are selected by the abutting property owner
from the City's approved street tree list that they believe would best suit their
neighborhood. The City reviews the selection for being appropriate to the specific site and
provides the trees, planting instruction, and planting materials.
• During the past three years, City staff have planted over 100 street trees as part of the
removal/replacement program and an additional 400 planted by contract on street
improvement projects.
• (We need something about trees planted as a part of an Engineering project. Perhaps
Highway 99 or Terry street might make a good specific example.)
S. The City will enhance the quality of all developed public land by planting and
maintaining appropriate trees.
No activity has taken place on this policy through lack of a funding source. Planting and
maintenance of trees on developed public lands require funding from the General Fund. With the
recent General Fund reductions to the Park Services operations budget and subsequent reduction
of maintenance activities in the city's parks, no monies have been available to enhance tree
planting on developed public lands.
6. The City will ensure that all work performed on public trees will enhance their natural
attributes, maintain a safe environment, and minimize maintenance requirements.
• The City's tree crews have adopted the National Arborist Association standards for
pruning to ensure the work performed on public trees is of the highest quality.
• Through an intragovernmental agreement, EWEB has agreed to adopt "Shigo's" line
clearance techniques for less adverse impacts to public trees. This technique helps
maintain both adequate line clearance while reducing future tree trimming.
• Staff are preparing a revision to the City's tree preservation ordinance that clarifies the
need for an abutting property owner to obtain a permit to remove a street tree. In
addition, it will require the abutting property owner to adhere to the National Arborist
Associations pruning standards if they wish to prune a street tree.
