.
4
PUBLIC WORKS MAINTENANCE DIVISION
1820 ROOSEVELT BLVD. •
EUGENE, OREGON 97402 • (503) 687 -5 220
July 18, 1983
Suzanne L. Phillips
1835 Tabor Street
Eugene, OR 97401
Ms. Phillips
I work for the City of Eugene with the Public Works Maintenance Division. Our
office received a copy of the letter that you sent Mike Gleason, the City
Manager. Although, I do not work out of the City Manager's Office, I thought
you might appreciate being answered by someone closer to the issue at hand.
July 18, I drove by 1835 Tabor street and would agree with your neighbor,
that the residence and property at that location is in "immaculate" condition.
I also noticed that there had been some recent trimming of curbside vegetation.
The promptness in which you addressed the "courtesy notice" issue is certainly
commendable but kept me from seeing the extent of the vegetation encroachment.
We currently have a Summer -help employee doing the vegetation inspections.
These inspections are done as an area and the inspector follows a pre- deter-
mined set of standards. Some noted problems are quite serious while others are
very minor. Although, all offending property owners are notified, this noti-
fication is genuinely out of courtesy and not meant to be a threat or unnecess-
ary harrassment. Since it may be several months or years before an area is
again inspected, we hope to make property owners aware of minor problems and
eliminate them before they become more serious.
Although the above program is pretty successful, it is not without shortcomings.
One of the program faults is (as you and a couple other residents pointed out)
the form itself. It would be rather difficult to interpret the tone of the
notice to be one of "courtesy ". However, we are aware of this problem and are
in the process of gathering input for a new and more courteous, yet still
effective "Courtesy Notice ". This may take some time because several different
departments use the same form for different purposes.
Finally, we do not view the vegetation control program as a source of revenue.
There is nothing we would like better than to have all city residents comply
with the code as written and eliminate the program in its entirety. However,
until we can get closer to attaining that goal we believe the program to be
effective and worthwhile.
Thank you for your input and cooperation concerning this issue. Also, please
don't draw any permanent conclusions from your initial contact with our Division.
Sincerely
Gene G. Shutt
(687 -5206)
