Because of Transportation Planning objectives /requirements the residential design of the <br /> area to the north needs to be considered in the process of designing and reconfiguring the park. <br /> A specific question for Transportation: Would development of the park as it now lies preclude <br /> (damage) the property to the north in terms of development potential? <br /> Churchill Sports Park -- $2,000,000: Zoned PL; 4 -J property; requires site master planning. POS <br /> objective is to reconfigure and/or upgrade existing fields to accommodate a more intense level of <br /> use in a more attractive enviroment. The 4 -J objectives, based on the passage of their bond <br /> election, overlap the POS objectives for this site. Planning for the POS objectives will need to be <br /> done respective of 4 -J's sports field development program, with consideration of new concepts <br /> based on pooling of resources for achieving respective objectives. <br /> Cone Sports Park -- $2,000,000: Zoned AG/UL (not confirmed); no development plans; would <br /> need CUP. POS objectives: build a group of fields and support facilities to accommodate an <br /> intense level of use in an attractive environment. Construction at this site would require approval <br /> from and cooperation with 4 -J. The 4 -J portion of the site needs to be annexed to the City. The <br /> sports park concept was originally conceived for Cal Young, but rejected by 4 -J. The Sheldon <br /> site should be studied for potential. Another option, given the 4 -J athletic field objectives, is to <br /> consider the NW Expressway site as fulfilling both the Santa Clara Community Park objective, <br /> the north Eugene area sports park objective, and the 4 -J stadium objective. <br /> Delta Ponds -- $200,000: Zoned R2 and R2PD; no development plans, needs WG and CUP, and <br /> Corps of Engineers/DSL permits. POS objective is to create trail head (off - street) parking, <br /> improve access to the water and fishing for people of disability, improve trails, and enhance <br /> riparian/wetland/water quality. This should incluide storm water funding for the water quality <br /> objectives. It will be essential to create a development and management plan for the ponds <br /> before applying for any permits. This project will likely span several years. <br /> Frank Kinney Park -- $300,000: Zoned RA; no development plan; needs CUP. POS objective: <br /> develop about 3 acres, including space for a youth soccer field and playground. Amazon Creek <br /> and good tree stands mean that much of this site should remain undeveloped. A jogging path, <br /> which passes through this park, needs to be accommodated in the development plan. Because of <br /> a measured length (3.5 miles total), adjustments within the park need to yield no change in <br /> length. <br /> Friendly Park -- $40,000: Zoned PL: A plan was prepared by a U/O landscape architecture student <br /> which has been conceptually accepted. POS objective: add more play equipment, paved paths <br /> and furnishings, based on the student's conceptual plan. A donation and volunteer effort <br /> culminated in adding some play equipment and general playground upgrade in the summer of <br /> `98. Given recent improvement, a neighborhood representative was advised that further <br /> expansion would likely wait until some other areas of town needing attention were addressed <br /> first. <br /> Gilbert Park -- $50,000: Zoned R1; no development plan; CUP needed. POS objective for this .47 <br /> acre site is to install some play equipment, picnic tables, maybe basketball, and irrigated turf. <br />
